MANILA, Philippines — Kondisyunal na sinuportahan ng Management Association of the Philippines (MAP) ang US-led Pax Silica Initiative ngunit nanawagan ng mahigpit na proteksiyon para sa pambansang interes, mga manggagawang Pilipino, komunidad at kalikasan.
Nakatuon ang panukalang high-tech hub sa artificial intelligence, semiconductors, advanced manufacturing at critical minerals.
Tinawag ng MAP na “Proceed, but Protected” ang posisyon nito, kasabay ng babala laban sa “blind optimism” at agarang pagtutol sa proyekto.
“The Management Association of the Philippines (MAP) recognizes that the proposed Pax Silica Initiative represents one of the most consequential economic development opportunities presented to the Philippines in recent decades,” pahayag ng grupo.
Ayon sa MAP, kailangang timbangin ang mga benepisyong pang-ekonomiya laban sa mga panganib sa “environmental sustainability, resource utilization, community impact, economic sovereignty, and the long-term strategic interests of the Philippines.”
Naglatag ang business group ng anim na hindi dapat isantabing safeguard: industrialization at value addition, nasusukat na paglilipat ng teknolohiya, malinaw na landas para sa pamumunong Pilipino, matibay na proteksiyon sa kalikasan, pangangalaga sa komunidad at inclusive growth, at pagpapanatili ng soberanya at hurisdiksiyon ng Pilipinas sa lahat ng aktibidad.
“MAP therefore adopts the position that the Philippines should pursue Pax Silica, if it is anchored on a clear framework of national interest, shared prosperity, sustainability, and accountability,” ayon sa grupo.
Iminungkahi rin ng MAP ang pagbuo ng independent oversight body na binubuo ng mga kinatawan mula sa gobyerno, negosyo, civil society, labor sector at akademya upang subaybayan ang mga performance indicator at tiyakin ang transparency.
“If structured properly, Pax Silica can become more than a foreign investment project. It can become a platform for national development,” pahayag ng MAP.
Hinikayat nito ang pamahalaan na “actively pursue the opportunity, negotiate from a position of national interest, and establish the guardrails necessary to ensure that the benefits are broad-based, sustainable, and unmistakably Filipino.”
Sa kanyang ikalimang State of the Nation Address, sinabi ni Pangulong Ferdinand Marcos Jr. na lilikha ng mga trabahong teknolohiya at magpapalakas sa industrial competitiveness ng bansa ang Pax Silica Industrial Hub.
“Additionally, a product of the 23-member-strong and US-led Pax Silica Initiative, the Pax Silica Industrial Hub will create an ecosystem that will have AI at its core. It will bring quality jobs to our people, accelerate our industrial competitiveness, and revitalize our economy,” ani Marcos.
Itatayo ang hub sa New Clark City sa Tarlac at magkakaroon ito ng advanced manufacturing at logistics center na bahagi ng global AI at technology value chain.
