MANILA, Philippines – Sa katwirang malaki ang ambag ng mga Overseas Filipino Workers (OFWs) sa pag-unlad ng bansa, inirerekomenda ni House Committee on Overseas Workers Affairs (COWA) Chairperson Rep. Bryan Revilla na taasan ang alokasyong budget para sa Department of Migrant Workers (DMW) at Overseas Workers Welfare Administration (OWWA) sa ilalim ng 2026 national budget.
Sa budget hearing House Committee on Appropriations, sinabi ni Revilla na nasa P2.2 trillion ang ambag ng mga OFWs na remitrance o katumbas na ng 32% ng kabuuang budget ng buong bansa subalit nasa P13.19 Billion lamang ang proposed budget ng ahensya sa ilalim ng National Expenditure Program(NEP).
“Let that sink in: what our OFWs contribute in a single year is over 215 times larger than what we propose to invest in the very institutions mandated to protect and serve them,” paliwang ni Revilla.
Ayon kay Revilla dahil sa limitadong budget ng OWWA at DMW ay kapos ang ahensya sa pagtugon sa mga “distress calls” ng mga OFWs, maituturing din umanong red flags ang kawalan ng budget para sa OFW Lounges sa mga airports at seaports.
“Instead of slashing OWWA’s budget, we should be expanding and improving these lounges—especially in our major international airports. These facilities are not just rest areas; they are vital sanctuaries for OFWs in transit or in distress, shielding them from exploitation and giving them a safe, dignified space to rest and regroup,” paliwanag nito.
Isa pa sa dapat na tugunan ayon kay Revilla ay ang DMW call center agents na karamihan ay mga contractual employees.
Suportado ng mambabatas ang funding request ng DMW at OWWA para sa pagbuo ng Migrant Workers Service Bureau; pagpapalawig sa Labor Migration Policy and International Cooperation Program; pagpapalakas sa kampanya laban sa anti-illegal recruitment; ang modernisasyon para sa licensing services; pagbalik ng Aksyon Fund; pagestablisa ng OFW Helpdesks sa may 82 probinsya; pagpapalakas sa reintegration programs para sa mga bumabalik na OFWs; pagpapalakas sa Emergency Repatriation Fund at Alagang OWWA Fund at pagpapalakas sa 24/7 help desks.
“These are not luxuries. These are essentials that directly impact how well we protect and serve our OFWs,” paliwanag ni Revilla.
Sa ilalim ng 2026 budget ay P10.2-billion ang inilaan ng NEP sa Department of Migrant Workers (DMW) habang ang OWWA ay tatanggap ng P3.45 billion. /Gail Mendoza
