MANILA, Philippines – Nanawagan si Bayan Muna Chair Neri Colmenares sa Korte Suprema (SC) na tumulong sa pagpapatupad ng mga reporma sa budgetary process ng bansa upang masugpo ang talamak na korapsyon sa gobyerno.
Ginawa ni Colmenares ang panawagan matapos siyang maghain ng motion nitong Sabado, kaugnay ng kanyang petisyon na hinahamon ang paglilipat ng PhilHealth funds sa Unprogrammed Appropriations ng General Appropriations Act (GAA).
Hiniling ni Colmenares sa SC na desisyunan ang kaso “on its merits” kahit pa nangako si Pangulong Ferdinand Marcos Jr. na ibabalik ang P60 bilyong PhilHealth funds.
“We won the case in Araullo and Belgica after the Php 10 billion Napoles pork barrel scam, when the Supreme Court departed from a long line of jurisprudence to declare the PDAF unconstitutional,” ani Colmenares.
Dagdag niya, hindi sapat ang mga nakaraang imbestigasyon at ilang tagumpay sa korte upang mapuksa ang malawakang katiwalian.
“Investigations, a few legal victories, independent commissions, and promises of reform will not ensure the demise of large-scale corruption. If the problem of corruption is systemic, the solution must also be systemic,” aniya.
Kasama ang Bayan Muna sa mga petitioner na kumukuwestiyon sa paglilipat ng sobrang pondo mula sa mga government-owned at -controlled corporations (GOCCs) patungo sa pambansang kaban para pondohan ang unprogrammed appropriations.
Ipinanawagan din ni Colmenares ang pagpasa ng mga batas kontra-korapsyon tulad ng Freedom of Information (FOI) Law, at ang paglilinis ng mga “corruption-ridden” na ahensya tulad ng Department of Public Works and Highways (DPWH), Department of Education (DepEd), Commission on Audit (COA), Office of the Ombudsman, at Department of Budget and Management (DBM).
“We should not stop the protests until systemic changes to make budgetary process and governance transparent, accountable and participatory are achieved,” giit niya.
Kabilang sa kanyang mungkahing reporma ang paglilimita sa kapangyarihan ng pangulo sa pagdeklara ng budgetary emergencies, pagbabawal sa mga amendment ng indibidwal o small committee sa mga panukalang naaprubahan na sa third reading, at paghigpit sa kapangyarihan ng bicameral conference committee (Bicam).
Hinimok din ni Colmenares ang pagpasa ng anti-dynasty law, pagreporma sa party-list system, at genuine prosecution ng mga sangkot sa katiwalian sa mga pangunahing ahensya ng gobyerno.
“The people recognize that the problem of corruption is systemic, and the people cannot, and must not, stop unless systemic social reforms are achieved,” ani Colmenares. RNT/JGC
