MANILA, Philippines – SINABI ng Department of Agriculture (DA) na kailangan ang epektibong flood control projects na maaaring makapagbawas ng ‘annual rice production losses’ dahil sa bagyo at iba pang weather disturbances.
Sinabi ni DA spokesperson Assistant Secretary Arnel de Mesa na malawakang napipinsala ang palay depende sa kung gaano katagal ang pagbaha na dahilan ng pagkalubog ng mga kabukiran.
“If our flood control system is effective —if flooding occurs but quickly subsides— damage to the agriculture sector will be minimized,”aniya pa rin, tinukoy ang kamakailan lamang na pagpuna ni Pangulong Ferdinand Marcos Jr., sa ilang iregularidad sa ilang flood control projects.
“So, the sector is affected when flooding is not immediately abated,” ang tinuran ni de Mesa.
Sa pagtataya ng DA, ang rice industry ay nawalan ng 500,000 metric tons (MT) hanggang 600,000 MT ng produksyon taun-taon dahil sa mga bagyo at pagbaha.
Maliban sa pinsala sa mga pananim, sinabi ni de Mesa na ang pagbaha ay nagdulot din ng negatibong epekto sa ‘livestock, irrigation facilities, at iba pang agricultural infrastructure.’
Samantala, nanawagan naman si de Mesa ng patuloy na ‘budget support’ sa irigasyon at drainage systems ng DA-Bureau of Soils and Water Management (BSWM) at National Irrigation Administration (NIA).
“With a portion of PHP100 billion allocated to irrigation and drainage, we could provide water to thousands of hectares of farmland while also addressing flooding,” ayon kay de Mesa.
“The country has about 1 million hectares of potentially irrigable land,” aniya pa rin.
