MANILA, Philippines – Nilimitahan ng Bangko Sentral ng Pilipinas ang halaga ng payout o withdrawal sa single transaction sa kalahating milyong piso kada araw.
Ito ay kasabay ng nagpapatuloy na imbestigasyon sa maanomalyang flood control projects.
Nag-isyu ng Circular No. 1218 series of 2025 si BSP Governor Eli Remolona Jr. na nag-aatas sa central bank-supervised financial institutions (BSFI) na ipatupad ang “enhanced due diligence on large value cash-related payments and transactions.”
Batid ng BSP ang pangangailangan na maghigpit upang mapigilan ang paggamit ng cash para sa mga illegal na aktibidad at palakasin ang integridad ng financial system.
Partikular na naglagay ng limitasyon ang BSP sa malalaking cash transactions na hindi hihigit sa P500,000.
Dahil dito, ang withdrawal na lampas sa naturang halaga “shall only be made, facilitated, or transacted through check payment, fund transfer, direct credit to deposit accounts, and/or other form using the digital payment platform of the BSFI.”
“In any case, cash transactions exceeding the set threshold shall be subject to the conduct of appropriate enhanced due diligence (EDD) measures… BSFIs may, after exercise of EDD, allow large value payouts in cash of more than P500,000 or its equivalent in foreign currency, provided that the customer can submit additional identification information and/or proof of legitimate business purpose or transaction,” ayon pa sa BSP.
“If the BSFI fails to satisfactorily complete the EDD procedures; or reasonably believes that performing the EDD process will tip-off the customer, it shall file a suspicious transaction report and closely monitor the account and review the business relationship,” dagdag pa.
Maaari rin umanong ikonsidera ng mga banko at iba pang supervised financial institutions ang “alerts, red flags, and suspicious indications” maging ang typologies na iniuulat ng iba pang ahensya ng pamahalaan sangkot ang malalaki o kakaibang cash transactions sa paghahain ng suspicious transaction reports.
