MANILA, Philippines – Ipinag-utos ni Philippine National Police (PNP) chief General Rommel Marbil nitong Miyerkules, Agosto 14 ang komprehensibong pagsusuri sa dati at kasalukuyang polisiya ng ahensya sa anti-drug operations at ang kaugnayan nito sa human rights.
Ang direktiba ni Marbil ay ayon sa “recalibrated” approach ng PNP sa paglaban sa illegal na droga.
“We need to take a hard look at our past and present strategies in the fight against illegal drugs. By understanding what worked and what didn’t, we can refine our approach and ensure a more effective and humane campaign moving forward,” saad sa pahayag ni Marbil.
Inanunsyo niya ang pagbuo ng review panel upang magsagawa ng assessment na pangungunahan ng Office of the Deputy Chief at PNP for Operations.
Lalahukan din ang grupo ng mga representative mula sa PNP Quad Staffs, Internal Affairs Service at PNP Human Rights Office.
“This review panel will bring together the key components of our police force to ensure a comprehensive and balanced evaluation. We want to make sure that all perspectives are considered, especially those that relate to upholding human rights and maintaining strong community relations,” ani Marbil.
“This is about continuous improvement and accountability,” ipinunto pa niya.
“The insights we gain from this review will directly inform our recalibrated strategy, ensuring that our anti-illegal drugs campaign is not only effective but also aligned with the principles of justice and human rights.”
Kamakailan ay sinabi ni Marbil na sa recalibrated approach ay tututukan ang pagtarget sa mga source at supply chains ng illegal na droga kaysa sa pagtutok sa street-level pushers at users.
Ayon kay Pangulong Ferdinand Marcos Jr., ang police operations sa kanyang administrasyon ay
“humane, as truthful and as bloodless as possible.”
Sa kanyang ikatlong State of the Nation Address, ipinagmalaki ni Marcos na ang kanyang “bloodless” drug war ay nakapagkumpiska ng mahigit P44 bilyong halaga ng illegal na droga, at pagkakaaresto ng mahigit 97,000 drug personalities sa mahigit 71,500 drug operations sa kanyang termino.
Matatandaan na si dating Pangulong Rodrigo Duterte ang ‘chief architect’ ng madugong drug war na kumitil sa buhay ng 6,000 katao, ayon sa opisyal na datos ng pamahalaan.
Sa kabila nito, sinabi ng human rights watchdogs at International Criminal Court na tinatayang nasa 12,000 hanggang 30,000 ang nasawi sa drug war ni Duterte mula 2016 hanggang 2019 at karamihan sa mga ito ay extrajudicial killings. RNT/JGC
