MANILA, Philippines – Inihayag ni dating Philippine Charity Sweepstakes Office general manager Royina Garma nitong Biyernes, Oktubre 11 sa pagdinig ng Kamara kung paano siya nilapitan at hiningian ng tulong ni dating Pangulong Rodrigo Duterte para maghanap ng isang opisyal na magpapatupad ng Davao model ng war on drugs para maipatuapd sa buong bansa kung saan mayroong mga pabuyang ibibigay sa bawat makakapatay sa mga drug suspect.
“During our meeting, he requested that I locate a Philippine National Police (PNP) officer or operative who is a member of the Iglesia Ni Cristo, indicating that he needed someone capable of implementing the War on Drugs on a national scale, replicating the Davao model,” pahayag ni Garma sa House QuadComm.
“This Davao Model referred to the system involving payments and rewards. The Davao Model involves three levels of payments or rewards. First is the reward if the suspect is killed. Second is the funding of planned operations (or COPLANS). Third is the refund of operational expenses,” dagdag pa niya.
Ang cash reward aniya ay mula P20,000 hanggang P1 milyon.
Nangyari umano ang meeting noong Mayo 2016, o ilang linggo bago manumpa si Duterte sa pagka-pangulo ng bansa noong Hunyo 30.
Tinukoy ni Garma si National Police Commission commissioner Edilberto Leonardo na kabilang sa sangkot sa implementasyon ng kampanya.
“Rewards were only given for killings, while for arrests, only the funding of the COPLAN and a refund for the expenses was given,” ani Garma.
Tinanong naman ni Senior Deputy Speaker Dong Gonzales of Pampanga si Garma kung siya ba ay pwersahang pinag-execute ng affidavit kaugnay nito.
Ang tugon ni Garma ay kusang loob siyang nag-execute ng affidavit.
“Wala po [pumilit], Mr. Chair. It took me one week to make some reflections. I realized that the truth will always set us free,” ani Garma.
“It is normal that when you speak the truth, you cannot please everybody. At least, I will be able to contribute to make this country a better place to live for our children,” dagdag pa.
Ani Garma, bilang tugon sa hiling ni Duterte, inirekomenda niya ang kanyang upperclassman na si Edilberto Leonardo, na may hawak ng Criminal Investigation and Detection Group (CIDG) at miyembro rin ng Iglesia Ni Cristo.
Aniya, naghanda si Leonardo ng Davao model nationwide war on drugs proposal.
“Leonardo had the final authority to determine who would be included on the list of drug personalities and to classify their threat levels, as well as the discretion to remove individuals from the list,” sinabi ni Garma.
Dagdag pa, sinabi rin ni Garma na noong 2016 sa opisina ng CIDG ay narinig niya ang usapan tungkol sa mga drug activity sa Davao Penal Colony kasama si Leonardo at dating Davao Penal Colony chief Gerardo Padilla, na tumukoy sa ilang opisyal ng Bureau of Correction (BuCor) na sangkot sa drug trade. Ang isa rito ay narinig niya sa pangalang “Guinto.”
Si Guinto at ang iba pang miyembro ng BuCor ay napatay dahil dito.
“These are the critical facts I personally know regarding the drug war of the previous administration. I am prepared to provide additional details and information in a supplemental affidavit during the Executive Session, at the discretion of the Committee,” sinabi ni Garma.
Samantala, kaugnay sa pabuya ng Davao model ng war on drugs, sinabi rin ni Garma na ang pabuya para sa bawat mapapatay na drug suspect ay mula P20,000 hanggang P1 milyon.
“May amount po [per kill], Mr. Chair. From what I understand, starting from P20,000 to P1 million. But I’m not familiar with the bracketing,” sagot niya sa tanong ni Kabataan party-list Rep. Raoul Manuel kung magkano ang monetary reward sa bawat mapapatay sa war on drugs.
“The case operation plan is submitted to Sir Leonardo. He facilitates the funding. In Davao, once there’s a successful police operation, if you have filed the case, there’s a number, proof that you filed a case, you will be refunded P5,000 for your expenses,” pagpapatuloy ni Garma.
