MANILA, Philippines – SINABI ni Pangulong Ferdinand Marcos Jr. na ang matagumpay na ‘declogging at desilting’ ng waterways at drainage systems sa Metro Manila ay makareresolba ng pagbaha ng hanggang 60 porsiyento.
Ang pahayag na ito ng Pangulo ay matapos pangunahan ang sabay-sabay na paglulunsad ng Oplan Kontra Baha-Greater Metro Manila sa Balihatar Creek, Barangay San Dionisio sa Parañaque City.
“Our scientists estimate that flooding could be reduced by up to 60 percent if this is done properly,” ayon sa Pangulo.
“Flooding can be reduced further if we fix the pumping stations,” aniya pa rin.
Sa ilalim ng programa, ang regular na paglilinis at declogging activities ay ipatutupad sa waterways at drainage systems sa rehiyon.
Mayroong 142.4 kilometro ng ilog, mga creeks, at mga estero at 333.15 kilometro ng drainage systems sa Metro Manila sa ilalim ng programa.
Maliban sa Balihatar Creek, isinagawa rin ang paglulunsad sa Tondo sa Maynila, Valenzuela City, San Juan City, at Las Piñas City.
Sinabi ng Pangulo na ang proyektong ito ay tanda ng pagsisimula ng “a very wide-ranging program” naglalayon na tugunan ang pagbaha, partikular na sa ‘highly urbanized’ na mga lungsod at mga lalawigan.
Sa ilalim ng first phase ng Oplan Kontra Baha, tinatayang tatlong metro ng desiltation ang isasagawa upang matiyak ang maayos na takbo ng tubig.
“We will continue doing this first part of the Oplan until June or July of next year — about nine months. We won’t stop,” ang tinuran ng Pangulo.
“But even after those nine months, we will continue — regular cleaning, desilting, and garbage clearing — we will keep doing all of these. We can’t stop because we know that waste keeps accumulating,” aniya pa rin.
Ikinalungkot naman ng Pangulo ang hindi tamang paglalagay ng pumping stations, na aniya’y dahilan ng pagbara sa mga waterways.
Isiniwalat naman ng Pangulo na may ilan sa equipment na kasalukuyang ginagamit para sa declogging operations ang matagal na hindi ginamit.
“Seven years ago, it was just sitting there in the DPWH warehouse and was never used. They said it had to be kept for the ‘Big One.’ But this might already be the ‘Big One’ when it comes to flooding. What are we still waiting for?” ang tanong ng Pangulo.
“That’s why we’ve brought everything out. We’ll use all of it. Plus, there’s augmentation from, again, the private sector — they have plenty of equipment — and, of course, with the approval and cooperation of our LGUs [local government units],” aniya pa rin.
