MANILA, Philippines – SINABI ng Pilipinas na nagpapatuloy ang negosasyon para lagdaan ang bagong defense cooperation kasama ang tatlong iba pang bansa sa gitna ng tumataas na tensyon sa West Philippine Sea (WPS).
Maliban sa France at Canada, sinabi ni Defense Secretary Gilbert Teodoro na ang Pilipinas ay nakikipag-usap sa New Zealand para sa panibagong potensiyal na Status of Visiting Forces Agreement (SOVFA)
“We are now in alliance building so the SOVFA with New Zealand is an important part of our country’s initiative to resist China’s unilateral narrative to change international law,” ang sinabi ni Teodoro.
Umaasa naman si Teodoro na ang SOVFA kasama ang New Zealand ay mapagtatanto sa loob ng taon, matapos ang first round ng formal negotiations na natuloy noong nakaraang 23.
“There is strong political commitment to concluding a status of visiting Forces Agreement, and officials met recently for productive and constructive discussions, our first round of negotiations,” ang sinabi naman ni New Zealand Ambassador to the Philippines Catherine McIntosh.
Bilang bahagi ng Indo-Pacific region, nakiisa ang New Zealand sa mahabang listahan ng mga bansa na nagpahayag ng seryosong pag-aalala hinggil sa tumataas na agresibong aksyon ng Tsina sa West Philippine Sea.
Sa mahigit na Isang buwan na ngayon, binansagan ang China Coast Guard vessel 5901, na “monster ship” para sa “sheer size” nito, nagsagawa ng multiple incursions sa katubigan malapit sa bisinidad ng Zambales, sa loob ng Philippine Exclusive Economic Zone.
Namataan din ang dalawang iba pang Chinese Coast Guard vessel noong nakaraang weekend malapit sa Pangasinan.
Iniulat ng AFP Western Mindanao Command na may tatlong Chinese Navy vessels na naglalayag sa pamamagitan ng Mindoro Strait tungo sa Sulu Sea.
“Eh dinadaan sa laki eh, they’re just proving to the world what kind of people they are, the Chinese Communist Party,” ang winika ni Teodoro.
Nagbigay din ng update si Teodoro ukol sa VFA talks kasama ang Canada at France.
“Hopefully, we want a serious phase of negotiations with Canada to go faster, and also France. You know, as many as possible. We need to interoperate, we need interoperability and the Philippines Armed Forces needs to train with other armed forces because the dimensions of conflict are changing,” ang sinabi ni Teodoro.
Sa ngayon, ang Pilipinas ay mayroong Mutual Defense Treaty at Visiting Forces Agreement sa Estados Unidos, Isang Status of Visiting Forces Agreement kasama ang Australia, at ang ‘freshly ratified’ Reciprocal Access Agreement (RAA) kasama ang Japan. Kris Jose
