‘Di pagkumpiska sa Immigration cards ng mga dayuhan sa mga nilusob na POGO, kinwestyon ni Gatchalian

MANILA, Philippines – Kinwestyon ni Senador Sherwin Gatchalian nitong Miyerkules, Marso 13, ang bigong pagkumpiska ng Bureau of Immigration sa Alien Certificate of Registration Identification Card (ACR I-Card) mula sa mga dayuhan na bahagi ng mga ni-raid na Philippine Offshore Gaming Operations (POGO) companies.

Ang isyung ito ay inihayag ng mambabatas sa imbestigasyon ng Senate blue ribbon committee sa umano’y unauthorized proliferation at paggamit ng government documents ng mga dayuhan, katulad ng certificates of live birth, passports, at tax identification numbers.

Ipinakita ni Gatchalian ang mga larawan ng ACR I-Cards na nakumpiska sa raid noong Nobyembre 30, 2023, ngunit ang kompanya kung saan nagtatrabaho ang mga dayuhang ito ay na-raid na Agosto pa lamang.

“How come these IDs are still being used even though…the original company …were already closed down three or four months ago? These individuals still carry live [and] current BI IDs whose registration(s) are under the previous companies that were raided and closed down,” tanong ni Gatchalian.

Ipinunto rin ng senador na ang mga dayuhang ito ay ilan lamang sa mga empleyado ng mga nauna na ring na-raid na POGO companies.

“We don’t know how many individuals carry the same ID, going around in our country and showing valid IDs issued by the BI. Paano nangyari ito? ‘Di ba after the raid, it should have been forfeited and should have been revoked?” tanong pa ni Gatchalian.

Batid naman ni BI Intelligence Division chief Fortunato Manahan ang obserbasyon ni Gatchalian at ipinaliwanag na ang mga ACR I-Card at visa ng mga foreign national mula sa na-raid na POGO hubs ay kinansela na linggo o ilang buwan matapos ang operasyon.

Sa kabila nito, sinabi ni Manahan na ang revocation ay magrereflect lamang sa kanilang sistema at hindi nangangahulugan na nakumpiska na ang physical card.

“The physical card will always say na it’s valid, unless kami ang makahuli and we will destroy the card,” ayon kay Manahan.

Ipinaliwanag ni Manahan na hindi nakukumpiska ng BI ang ACR I-Cards mula sa mga dayuhan kung hindi sila ang nangunguna sa mga operasyon.

Dahil dito, ipinanukala ni Gatchalian na kumpiskahin ang mga physical card dahil posibleng gamitin din itong valid ID sa iba pang ahensya ng pamahalaan.

“In our country, physical cards matter. We all know that our government agencies are not inter-connected. There’s no way for one government agency to check the validity of information through the other government agency,” anang senador.

“Once you show the physical card, immediately, you think that this person is legitimate, the card they are holding is also legitimate, but we are talking about crimes. We are talking about human trafficking syndicates that were apprehended and yet, they are carrying valid IDs. Even though you’re saying in the system it’s not valid, but I think it’s better to just confiscate it para hindi nila magamit,” dagdag pa niya.

Ibinulgar din ni Gatchalian ang trend sa POGO industry kung saan nagpapalipat-lipat lamang sa ibang POGO firms ang mga empleyado ng na-raid na kompanya.

“They use the same document to move around. So ang nangyayari, raid one but they move to another company, you raid another one, they move to another company. What’s concerning here is the validity of that document and of course the physical possession of that document,” aniya.

“If we can somehow collect those physical cards because it’s active e… they are still there and it doesn’t look good that those cards were registered to a previous company which was closed down because of human trafficking incidents,” pagpapatuloy nito. RNT/JGC
