MANILA, Philippines – Binigyang-diin ni Chief Justice Alexander G. Gesmundo ang patuloy na digital transformation ng Philippine Judiciary sa Rule of Law and Democracy Conference sa Stanford University sa California noong Setyembre 26, 2026.
Sa kanyang talumpating “Global Innovation Network to Build the Rule of Law: The Philippine Experience,” tinalakay ni Gesmundo ang judicial innovation, paggamit ng artificial intelligence (AI), at kahalagahan ng people-centered approach sa modernisasyon ng mga hukuman.
Ayon sa Punong Mahistrado, pinabilis ng Hudikatura ang digital transition dahil “the mandate of equal and responsive access to justice demands it.”
“Technology is a mechanism, but people are the purpose. An innovation network that connects systems without connecting human hearts and minds will fail to protect the Rule of Law. True transformation is not merely technical—it is deeply human.”
Binanggit din niya ang Strategic Plan for Judicial Innovations 2022-2027 (SPJI) bilang blueprint ng Philippine Judiciary sa modernisasyon, lalo na sa pagpapalawak ng access sa hustisya sa isang bansang binubuo ng mahigit 7,000 isla.
“In the Philippines—an archipelago of over 7,000 islands—access to justice is physically and geographically complex. When we designed [the SPJI], we recognized that modernizing our courts must not be an exercise in adopting technology for technology’s sake.”
Ipinaliwanag din ni Gesmundo ang Governance Framework on the Use of Human-Centered Augmented Intelligence in the Judiciary, kung saan support tool lamang ang AI at nananatiling pangunahing gabay ang human judgment sa judicial functions.
Binigyang-diin din niya ang papel ng Pilipinas sa regional judicial cooperation at iminungkahi ang pagbuo ng ASEAN Judicial Innovation Hub, katuwang ang Stanford University. Nakapaloob dito ang tatlong haligi: Innovation Network para sa pagbabahagi ng best practices, Justice Academy para sa capacity building, at Center for the Rule of Law para sa pananaliksik.
