MANILA, Philippines- Nagkaroon ng palitan ng maiinit na argumento sina Health Secretary Teodora Herbosa at Senador Raffy Tulfo sa isang pagdinig sa Senado nitong Martes hinggil sa “junkets” na iniisponsoran ng pharmaceutical companies kapalit ng pagrereseta sa kanilang gamot na ibinebenta.
Sa ginanap na pagdinig ng Senate committee on health, kinuwestiyon ni Tulfo ang talamak na practice sa ilang doctor habang pinupuna ang gawain ng ilang public hospital na nagrereseta ng branded na gamot sa pasyente sa halip na gumamit ng generic medicine sa mas mababang halaga.
Ipinaliwanag ni Herbosa, isang doktor, na kahit may umiiral na executive order sa paggamit ng generic drugs sa public hospitals, may kaso na hindi “clinically effective” ang ilang generic medicines.
“Not all drugs are created the same. So even if they are generic, it doesn’t mean may potency. Kung minsan, ‘yung percentage of the available active component is also lower. So ‘yun ‘yung mga problema po sometimes, it’s cheaper but the quality is not that good,” paliwanag ni
Ikinatuwiran pa ni Herbosa na lahat ng procurement sa public hospital ay sumasailalim sa public bidding na nakatakda sa batas, at karamihan sa supplier na nagwawagi ay ang tagamanupaktura ng generic medicines dahil mura.
Pero sinabi pa ni Herbosa na pinapalitan ang ibang generic medicines tulad ng anesthesia ng branded dahil sa efficacy nito.
Ngunit, ipinilit ni Tulfo sa kabila ng paliwanag ng kalihim na mas ginugusto ng doktor na magreseta ng branded medicines dahil may isponsor na biyahe sa ibang bansa na ibinibigay ng pharmaceutical firms.
“I’m not saying na you’re lying pero I am saying na half-truth ‘yung mga sinasabi niyo. I’ll tell you why bakit pine-prefer ‘yung mga branded sa mga ospital, sa mga pharmacy, bakit nireseta. Kasi nga po may tinatawag na junket,” giit ni Tulfo.
“‘Yung mga doktor ginu-good time ng mga pharmaceutical companies [sa] mga seminar, sa abroad, schooling, free airfare, business class, hotel accommodation, food, entertainment, etcetera, etcetera, and we’re talking by the millions of pesos, or even dollars,” dagdag niya.
Iginiit pa ni Tulfo na hindi magbibigay ng sponsor trips ang lahat pharmaceutical companies kung wala silang mahihita pabalik.
“What’s in it for us? You scratch my back, I’ll scratch yours. Ganon po ‘yun. Kaya itong mga doktor, magre-reseta sila ng mga branded kasi ‘yun yung nanggu-good time sa kanila. ‘Yung generic na hindi nanggu-good time sa kanila, hindi nila irereseta,” aniya.
Binanggit din ng senador ang biyahe ng ilang doktor sa United States, Canada, at Australia na nakatakda sa pagtatapos ng taon na kaya nitong patunayan dahil may ilang doktor ang nagbigay sa kanya ng impormasyon.
“Kung minsan ‘yung isang hotel sa Las Vegas punong puno ‘yan ng mga doktor from different countries kasama d’yan ang Pilipinas… Libre pa pati pangsugal sa casino,” wika ng senador.
Kahit inamin ni Herbosa na may “junkets” noon, naging signatory ang Pilipinas ng Mexico City Principles na nagtatakda ng voluntary codes of business ethics sa biopharmaceutical sector.
“Meron po tayong tinatawag, Mr. chair, na Mexico Protocol, and the Philippines follows this professionally. All professional organizations are supposed to not accept ‘yung ganitong gifts from the pharmaceutical industry based on the Mexico Protocol,” ayon kay Herbosa.
“Tayo po ay signatory and all professionals are expected to do so. Kung meron pong makitaan na ganitong kaalaman, kinakasuhan po ‘yung pharmaceutical company at pine-penalize sila. So, meron silang penalty from their own association, the Philippine Association of Pharmaceutical Industry. So nagse-self police sila d’yan among them pagka may nagja-junket,” giit pa niya.
“Doc, hindi ko na matiis po. Were you born yesterday? This practice violates the code of ethics of the medical profession for doctors because number one, it affects the autonomy in giving the best and most affordable healthcare to the patients. Number two, in a way exploits patients for the doctor’s personal gain. Number three, it does not improve access to equitable healthcare,” ayon naman kay Tulfo.
Ngunit, biglang sinagot ni Herbosa ang mambabatas sa pagsasabing maaari namang kasuhan o sampahan ng kaso ang pharmaceutical companies na nagbibigay ng “gifts” sa mga doktor at dapat ideklarang donations o grants sa mga ospital o educational institutions.
“If the physicians were found to be receiving benefits or gifts from pharmaceutical companies, cases against them should be filed with the Professional Regulation Commission (PRC),” wika ni Herbosa.
Nangako naman si Herbosa na mahigpit na ipatutupad ang regulasyon at paiimbestigahan ang alegasyon ng senador.
