MANILA, Philippines- Mananagot ang mga opisyal at empleyado ng gobyerno kung susuway sa kautusan at polisiya ng pamahalaan.
Tugon ito ng Department of Justice (DOJ) sa kamakailan lamang na ulat na may Philippine police officers na nakipag-usap sa International Criminal Court (ICC). Kasalukuyan kasing iniimbestigahan ng ICC ang drug war ni dating Pangulong Rodrigo Roa Duterte.
Sinabi naman ni DOJ Assistant Secretary at spokesman Mico Clavano na maaaring managot ang mga opisyal at empleyado ng gobyerno kung susuway sila sa polisiya ng pamahalaan na may kinalaman sa ICC probe.
Pinanindigan naman ni Clavano na “consistent” ang Pilipinas sa pagsasabing hindi nito kinikilala ang imbestigasyon ng ICC investigation dahil ang bansa ay mayroong sarili at gumaganang justice system.
“As mentioned by the Solicitor General, this is a government policy. So, when a government officer or official is coordinating with the ICC against the direction, orders and the policy of the government, there may be accountability involved,” ang pahayag ni Clavano.“If there’s any law enforcement or government official that goes against the policies and orders of the authorities in position, then obviously there will be some sort of conflict of interest, there will be accountabilities and definitely liabilities that go with it,” dagdag na wika nito.
Sa katunayan, “committed” aniya ang bansa na papanagutin ang mga pulis na sangkot sa summary executions sa panahon ng nagdaang administrasyon.
“So, even without verifying the information, the government’s stance is consistent ever since; the President has been very firm by saying we will not recognize the jurisdiction of the ICC because we indeed have a very well and robust justice system,” giit ni Clavano.
Samantala, binigyang-diin ni Clavano na dapat sumunod ang mga opisyal ng gobyerno sa ethical guidelines gaya ng nakasaad sa ilalim ng Republic Act 6713.
At sa tanong kung ang mga retiradong opisyal ay saklaw sa ilalim ng probisyon, inamin ni Clavano na ang gobyerno ay mayroong “little to hold them over” kung ang mga ito ay umaakto sa kanilang “civilian o personal capacities” pagdating sa usapin ng ICC probe. Kris Jose
