VETERAN Navotas City Rep. Toby Tiangco has been asking the House Committee on Appropriations why it has yet to post on the official House website the Department of Public Works and Highways (DPWH) budget per congressional district and projects endorsed by party-list representatives.
“Hanggang ngayon, wala pa ring nakapost. Bakit ba ayaw i-post ito? Ano ba ‘yong tinatago? Kung hindi nila pinost ‘to, hindi totoo ‘yong sinasabing transparency.”
Tiangco simply has logic because publishing the list is important in order for the public to see which representative pushed for a specific project.
He noted two projects in Navotas worth ₱3-million each that neither he nor the district engineer had requested.
Bring back Zaldy Co
The Navotas legislator has pressed the concerned government agencies to take decisive action to bring back former party-list congressman Zaldy Co to the Philippines, saying his continued absence shows a clear pattern of evasion from accountability.
“It’s very clear from the statement of his lawyer na walang balak umuwi si former congressman Co para harapin ang kaso niya.”
The veteran lawmaker said that no official threat assessment from national security agencies has been presented to justify Co’s claim.
He reiterated that corruption and substandard projects under Co’s tenure have caused damage to the government and Filipino taxpayers.
Awards from PhilHealth
Navotas City received several awards and recognitions from the Philippine Health Insurance Corporation or PhilHealth for its performance in the implementation of the Universal Health Care and PhilHealth YAKAP programs.
The city was named UHC Champion in Governance, PhilHealth YAKAP Champion with Highest Percentage of Accredited PhilHealth YAKAP Clinics, and PhilHealth YAKAP Highest Compliance Rate–Government Employer.
The San Roque Health Center earned the title YAKAP Champion for Highest First Patient Encounter (FPE) after recording 10,106 First Patient Encounters as of September 30, 2025.
The Schools Division Office also received the Outstanding Employer–Large Account Award while the Navotas City Hospital was recognized as an Outstanding Partner for the Group Enrollment Program.
All 13 health centers in the city, along with the Navotas Medical and Wellness Center and the NCH, are accredited as PhilHealth YAKAP Clinics.
YAKAP stands for Yamang Kalusugan Para sa Pamilya.
