MANILA, Philippines- Lumahok na ang Department of Social Welfare and Development (DSWD) sa kampanya ng gobyerno laban sa paglaganap ng pekeng identification cards (IDs) ng persons with disabilities (PWDs) sa pamamagitan ng paglikha ng isang ‘unified ID system’ na maaaring gamitin ng business establishments para sa real-time updating at ID verification.
Ang paggamit ng unified ID system na gagamitan ng web-based portal ay kabilang sa mga resolusyon ng tinalakay sa roundtable discussion kasama ang mga stakeholders na pinangunahan ni Secretary Rex Gatchalian sa DSWD’s Central Office sa Quezon City noong Disyembre 11.
“The creation of a unified ID system which will employ a web-based portal will be launched the soonest,” ang sinabi ni Gatchalian.
Habang nasa proseso ng paglikha ng sistema, hinikayat ni Gatchalian ang publiko na iulat ang mga insidente na may kinalaman sa pagbebenta ng pekeng PWD IDs sa National Council on Disability Affairs (NCDA), isang attached agency ng DSWD, sa pamamagitan ng [email protected], sa Persons with Disability Affairs Office (PDAO), o kahit na anumang law enforcement agency.
Sa kabilang dako, naglunsad naman ang Bureau of Internal Revenue (BIR) ng malawakang paglansag laban sa pagbebenta at paggamit ng pekeng disability IDs dahil na rin sa umabot na sa P88 billion ang revenue losses mula sa klase ng tax evasion scheme.
Sa ilalim ng batas, kabilang sa benepisyo ng PWDs ay ang 20% discount at exemption mula sa value-added tax (VAT) sa ilang goods at services.
Gayunman, ang mga taong walang konsensya ay ginagamit ang sistema sa pamamagitan ng pagbebenta ng pekeng PWD IDs sa mga mandarayang tao na desperadong makakuha ng benepisyo.
“These fake IDs are not only sold on the streets but also through online marketplaces, making them easily accessible,” ayon sa BIR.
Nauna rito, araw ng Lunes, Disyembre 16, nagpalabas ang DSWD ng babala laban sa mga taong patuloy na gumagawa ng illegal issuance, nagbebenta, at gumagamit ng pekeng PWDs identification cards.
“We are urging the public to report individuals involved in the issuance and sale of fake persons with disabilities ID cards, which aim to fraudulently access benefits and privileges intended for persons with disabilities. Falsifying public documents and using fake documents are criminal offenses punishable under the Revised Penal Code,” ayon kay DSWD spokesperson, Assistant Secretary Irene Dumlao.
Sa ilalim ng NCDA’s Administrative Order No. 001, Series of 2008, “PWD IDs are exclusively issued to individuals with permanent disabilities caused by one or more of the following conditions: speech impairment, learning disability, intellectual disability, mental disability, visual disability, psychosocial disability, physical disability, deaf and hard-of-hearing, cancer and rare diseases.”
Saklaw ng administrative order ng NCDA ang mga indibidwal na may disabling diseases at may limitadong abilidad na gampanan ang kanilang pang-araw-araw na aktibidad.
Ang Persons with disabilities IDs ay ekslusibong ipinalabas ng PDAO ng bawat lungsod at munisipalidad sa buong bansa.
“There must be appropriate documentation confirming the medical or disability condition of a person applying for a PWD ID,” ang sinabi ni Dumlao.
Ang mga dokumento para sa pagpapalabas ng ID ay maaaring alin man sa mga sumusunod: “apparent disability medical certificate issued by a licensed private or government physician; school assessment issued by a licensed teacher and duly signed by the school principal; or a certificate of disability issued by the head of the business establishment or head of the non-government organization (NGO).”
Ang mga non-apparent disability ay dapat na kumuha ng non-apparent disability certificate mula sa isang lisensiyadong pribado o government physician. Kris Jose
