MANILA, Philippines – Naghain ng ethics complaint ang isang estudyante ng legal management course na nakabase sa Quezon City laban sa mayorya ng Senado sa pamumuno ni Senate President Alan Peter Cayetano dahil sa Gross Neglect of Duty at Violation of the Senate Code of Ethics and Privileges.
Sa kanyang walong pahinang ethics complaint, sinabi ni Mark Joseph G. Duque, estudyante ng Barangay Pansol, Quezon City na nilabag ng majority bloc ang Rules of Senate at ilang pang batas kabilang ang 1987 Constitution hinggil sa quorum ng sesyon.
Katuwiran ni Duque na malaking paglabag ng mayorya ang hindi pagdalo sa sesyon kaya nabigong buksan ito noong Hunyo 1 at 2 na lantarang paglabag sa batas partikular ang Seante Session No. 69 upang talakayin ang nakatakdang legislative calendar.
‘Respondent collectively, willfully and without valid excuse failed to appear on the floor, failing to establish a quorum. This directly resulted in the immediate suspension of legislative proceedings, causing an unjustifiable delay in the resolution of critical national measures, committee reports and privilege speeches,” ayon kay Duque sa complaint.
Binanggit ni Duque ang paglabag ng mayorya sa hindi pagdalo sa sesyon ang Rule XIV, Section 41 at Rule 1, Section 3 ng Rules of the Senate kabilang ang Article IV, Section 16 (2) ng 1987 Constitution, at Section 3 € ng RA 3019 o ang Anti-Graft and Corrupt Practices Act.
Hiniling ni Duque sa Ethics committee ng Senado na aaksiyunan kaagad ang reklamo, imbestigahan, ideklara at magpataw ng kaukulang disciplinary sanctions laban sa respondents.
