MANILA, Philippines – Idineklara ni Pangulong Ferdinand R. Marcos Jr. bilang mga protected areas ang mga tinatawag na parcels of land sa Guimaras, Quezon at Albay provinces.
Nitong Hulyo 9 ay nilagdaan ni Pangulong Marcos ang Republic Acts (RAs) 12225, 12226, at 12227, na idinagdag ang parcel of land sa Nueva Valencia, Guimaras; San Andres, Quezon; at Polangui at Oas municipalities, at Ligao at Tabaco cities, lahat sa Albay, sa listahan ng mga lugar na protektado sa ilalim ng National Integrated Protected Areas System (NIPAS).
Ayon sa RA 12225, ang protected area sa Nueva Valencia, Guimaras ay klasipikado bilang national park, na kikilalanin bilang Taklong at Tandog Group of Islands Natural Park.
Idinedeklara naman sa ilalim ng RA 12226 ang Alibijaban Wilderness Area sa San Andres, Quezon bilang protected area sa ilalim ng kategoryang protected landscape at seascape, na tutukuyin bilang Alibijaban Protected Landscape and Seascape (APLS).
Base sa RA 12227, ang protected area sa Polangui at Oas municipalities, at maging sa Ligao at Tabaco cities sa Albay province, ay tutukuyin bilang Mt. Masaraga Protected Landscape.
“As such, the State shall ensure the conservation, protection, management, and rehabilitation of the area. It is likewise recognized that effective administration of this area is possible only through cooperation among the national government, local government units (LGUs), concerned non-governmental organizations (NGOs), private entities, and local communities,” ayon sa batas.
“The use and enjoyment of this area must be consistent with the principles of biological diversity and sustainable development,” ayon pa rin sa batas.
Nilikha ng mga bagong batas ang Protected Area Management Boards (PAMBs) upang pangasiwaan at pamahalaan ang mga lugar sa tatlong lalawigan.
Ang PAMBs ay binubuo ng mga opisyal mula sa Department of Environment and Natural Resources, mga mambabatas, government agencies, local government units (LGUs), indigenous people’s groups, at non-government organizations.
Isang trust fund ang itatatag din para sa financing projects ng mga protected areas.
Ipananatili naman ng PAMB ang 75% ng lahat ng nalikom na kita, na idedeposito sa Protected Area-Retained Income Account sa anumang awtorisadong government depository bank sa loob ng lokalidad.
Ang pondo ay maaaring lumaki o madagdagan sa pamamagitan ng grants, donations, at endowment mula sa domestic o foreign sources.
“The fund shall be deposited in full as a special account in the National Treasury and disbursements therefrom shall be made solely for the protection, maintenance, administration, and management of the NIPAS and duly approved projects endorsed by the PAMB in accordance with existing accounting, budgeting, and auditing rules and regulations,” ayon sa batas.
Ang fund, ayon sa RA, ay hindi maaaring gamitin para sa personal services expenditures.
Sa kabilang dako, inatasan naman ang LGUs na ipagpatuloy ang pagpapataw ng buwis at koleksyon ng lahat ng iba pang bayarin na tradisyonal nilang kinokolekta, kabilang na ang business permits, property tax, at rentals ng local governments’ facilities.
