MANILA, Philippines- Nagpulong ang mga opisyal ng Pilipinas at Tsina sa Xiamen, China, para sa 10th consultative meeting ng Bilateral Consultation Mechanism on the South China Sea.
Sinabi ni Department of Foreign Affairs (DFA) Foreign Undersecretary Ma. Theresa Lazaro na nagkaroon siya ng tapat at konstruktibong talakayan kasama si Chinese Vice Foreign Minister Chen Xiaodong hinggil sa South China Sea at iba pang bilateral issues.
Hindi naman idinetalye ni Lazaro ang nasabing “frank discussions” subalit ipinaalala nito sa Beijing ng kanilang Provisional Understanding hinggil sa ‘rotation at reprovisioning missions’ ng Pilipinas sa Ayungin Shoal at positibong resulta nito.
“Our position is clear and consistent, but so is our willingness to engage in dialogue. We firmly believe that despite the unresolved challenges and differences, there is genuine space for diplomatic and pragmatic cooperation in dealing with our issues in the South China Sea,” ang sinabi ni Lazaro sa naturang pulong.
Winika pa ni Lazaro na nagpahayag ng kanyang seryosong alalahanin ang Maynila ukol sa mga aktibidad ng ‘Chinese cutters’ sa Philippine maritime zones na ‘inconsistent’ sa 1982 UN Convention on the Law of the Seas at Philippine Maritime Zones Act.
Ang tinutukoy ng diplomat ay ang intrusyon ng Beijing sa Philippine territorial waters, partikular na ang pag-deploy coast guard cutters, isa sa mga ito ay ang pinakamalaking coast guard vessel sa buong mundo.
Hindi naman tinukoy ng veteran diplomat ang naging tugon ng Beijing, subalit ang pagpupulong ay isinagawa matapos na hikayatin ni Sen. Marco Tubio, nominado ni US President-elect Donald Trump sa US state department, ang Tsina na “stop messing around” sa Pilipinas at Taiwan.
Kapwa naman hinikayat ng mga opisyal ng Maynila at Washington ang Beijing na pagsumikapan na patatagin ang sitwasyon sa South China Sea at sa mga lugar na nakapalibot sa Taiwan, isa ring treaty ally ng Estados Unidos.
“The actions they are taking now are deeply destabilizing. They are forcing us to take counteractions because we have commitments to the Philippines and we have commitments to Taiwan that we intend to keep,” ang sinabi ni Rubio sa mga US senator sa idinaos na confirmation hearing, araw ng Huwebes.
“If they want to destabilize the relationship or they want to at least create some pathway for stabilization of our relationship with them, they really need to stop messing around with Taiwan and with the Philippines because it’s forcing us to focus our attention in ways we prefer not to have to,” aniya pa.
