MANILA, Philippines – Nagpahayag ng magkaibang pananaw sina Senate President Pro Tempore Panfilo “Ping” Lacson at Senate Minority Leader Alan Peter Cayetano tungkol sa partial committee report ng Blue Ribbon Committee kaugnay ng imbestigasyon sa flood control.
Nauna nang kinuwestiyon ni Cayetano ang pagbibigay-pansin sa partial report dahil hindi pa umano nito ipinapakita ang buong katotohanan sa isyu. Binanggit din niya ang pag-aalala sa paraan ng pag-frame ng isyu at kung bakit piling indibidwal lamang ang inimbitahang tumestigo.
“Ito lang ang tanong ko—why so much fuss about the partial [report] when we have the opportunity to have the whole and bigger picture?” ani Cayetano.
Dagdag pa niya, “So ang tingin ko, we’re making a mountain out of a molehill dun sa partial [report]. Naapektuhan din kasi ng konting rivalry ni Sen. Lacson at ni Sen. Marcoleta eh. But the reality is, bakit tayo naka-focus sa partial [report] eh hindi pa nga naa-unvail lahat eh.”
Sinabi naman ni Lacson, na chairman ng Blue Ribbon Committee, na may karapatan ang bawat miyembro na magkaroon ng sariling opinyon. “While I disagree with those who do not want to sign, let me be clear that I respect and understand their individual decisions, whatever their reasons are, including that of the minority leader,” aniya.
Ayon kay Cayetano, marami sa mga senador ang hindi sang-ayon sa ilang bahagi ng ulat kaya nag-aatubili silang pumirma. “Marami sa amin kasi binasa, we don’t agree with the report. So, hindi sa ayaw namin pumirma. We have a lot of disagreements there. But why are we not talking? Ako, personally. Hindi pa tapos eh. Ini-imbestigahan mo, marami pang…hindi lang ito marami pang yugto, maraming nabubuksan,” sabi niya.
Sa ngayon, nilagdaan ang partial report nina Lacson, Senators Erwin Tulfo, Bam Aquino, Risa Hontiveros, Kiko Pangilinan, at Senate President Vicente “Tito” Sotto III. Kailangan ng hindi bababa sa siyam na pirma mula sa mga miyembro ng komite upang maipresenta ito sa plenaryo para sa debate at posibleng pag-apruba.
Samantala, sinabi ni Lacson na ilalahad niya sa plenaryo ang laman ng partial report kahit naghihintay pa ng ibang pirma. “I am decided to bring up in plenary the contents and more of what we have accomplished so far after seven or eight committee hearings,” aniya.
Dagdag pa niya, “There is an underlying reason for my decision—the Filipino people not only deserve to be updated but more so properly and accurately informed amid the false narratives being floated by some critics that we are being selective in going after the culprits in the flood control mess.”
Nauna nang inanunsyo ni Lacson na magbibigay siya ng privilege speech tungkol sa progreso ng imbestigasyon sa pagbabalik ng sesyon ng Kongreso sa susunod na linggo. Maaaring ibahagi ang ilang nilalaman ng ulat sa Department of Justice (DOJ) at Office of the Ombudsman matapos itong maipresenta sa plenaryo. RNT/MND
