MANILA, Philippines- Ipinag-utos ni Pangulong Ferdinand Marcos Jr. ang paglikha ng inter-agency coordinating council para pag-isahin ang master list ng lahat ng lupain na pag-aari ng estado sa layuning tiyakin ang kanilang pinakamainam na gamit.
Base sa Administrative Order No. 21, nilagdaan ni Executive Secretary Lucas Bersamin noong Abril 30, sinabi ni Pangulong Marcos na mahalaga na pag-isahin ang komprehensibong listahan ng lahat ng government lands “to ensure the efficient and effective allocation and utilization of land resources for the country’s national development goals.”
Isa sa mahalagang istratehiya ay ang magtatag ng matitirhang komunidad gaya ng binanggit sa Philippine Development Plan 2023-2028 ng administrasyon na paglikha ng database na may kumpletong inventory mga nakatiwangwang na lupain ng gobyerno.
Magiging co-chairman ng coordinating council na inatasan na lumikha ng master list ay ang mga pinuno ng Department of Environment and Natural Resources (DENR) at Department of Human Settlements and Urban Development (DHSUD).
Ang hepe ng Department of Agrarian Reform ang magsisilbi naman bilang vice chairperson.
Ang ibang miyembro ng coordinating council ay ang Office of the Executive Secretary, Department of the Interior and Local Government (DILG), Department of Agriculture (DA), Office of the Solicitor General (OSG), Department of Justice (DOJ), Land Registration Authority (LRA), Commission on Higher Education (CHED), at ang Department of Information and Communications (DICT).
Magsisilbi namang secretariat ng konseho ang Land Management Bureau ng DENR at inaasahan na magbibigay ng administrative at technical support sa konseho. Magsisilbi ito bilang ‘repository’ ng lahat ng mga dokumento at impormasyon ukol sa master list.
Ukol naman sa pondo, nakasaad sa AO na huhugutin ito mula sa umiiral at available appropriations ng member-agencies ng coordinating council, “subject to pertinent budgeting, accounting, and auditing laws, rules, and regulations.” Kris Jose
