MANILA, Philippines – Sinabi ng Philippine Ports Authority (PPA) nitong Linggo, Oktubre 6 na gumagawa na ito ng mga bagong polisiya na magpapabilis ng mga pamamaraan upang maiwasan ang paggamit ng mga importer sa mga pantalan bilang storage area.
“We are coordinating with the Bureau of Customs (BOC) to ensure that importers do not delay filing their importation entries. We are gradually reviewing our processes within the PPA and the BOC,” saad sa pahayag ni PPA General Manager Jay Santiago.
“Philippine ports under the supervision of the PPA are designed not as storage areas for importers and other users as these are mainly meant to move cargo,” dagdag pa niya.
Ani Santiago, nakita kasi ng PPA na naghihintay ng halos isang buwan ang mga importer para mag-file ng import entries para sa cargo, kahit na naibaba na sa mga pantalan ang mga produkto nito.
“Some importers delay the filing of the import entry since they can save on storage cost (at the ports) compared to if they store goods in private warehouses. They pay only P700 a day (per container). For a month, that is P21,000 which is a small amount compared to the value of the shipment,” ayon pa sa PPA chief.
Ang mga importer ay mayroong 30 araw para i-pull out ang kanilang cargo mula sa oras na ma-clear ito ng BOC.
Ani Santiago, naiturn-over na ng PPA ang listahan sa Department of Agriculture (DA) ng 20 consignees na bigong i-pull out ang kanilang
500 twenty-foot equivalent units (TEUs) ng kargamento ng bigas at iba pang agricultural products sa Manila ports hanggang noong Setyembte 30.
Sinabi pa ni Santiago na walang hurisdiksyon ang PPA sa mga consignee dahil ang mandato nito ay nakatutok lamang sa port management. RNT/JGC
