MANILA, Philippines- Lubhang ikinabahala ni Senador Nancy Binay ang pagkansela ng Department of Environment and Natural Resources’ (DENR) sa kontrata ng developer sa likod ng Masungi Georeserve initiative sa Rizal.
Sa pahayag, kinuwestiyon ni Binay ang desisyon ng DENR saka iginiit na tungkulin ng ahensiya na pangalagaan ang kapaligiran partikular ang protected areas sa ilalim ng National Integrated Protected Areas System (NIPAS) Act.
“Masungi is for our children and our children’s children. Ngayong pinaba-vacate nila ang Masungi Georserve in 15 days, ano ang vision at plano ng DENR para mapangalagaan at maprotektahan ang Masungi ” tanong ni Binay.
Nitong Biyernes, Inihayag ng DENR ang kanselasyon ng mahigit 2 dekadang kasunduan sa Masungi Georeserve-developer Blue Star Construction and Development Corp. sanhi ng kawalan umano ng legalidad at nabigo itong magpakita ng contract terms.
Sa kalatas sa Blue Star, binanggit ng DENR ang ilang kadahilanan para kanselahin ang
2002 Supplemental Agreement:
1. Lack of required Presidential Proclamation declaring the subject matter of the contract for housing purposes
2. No document to prove that the proposed construction went through regular procurement or bidding process
3. Failure to deliver the 5,000-unit Garden Cottages housing project within five years from signing on November 15, 2002
Pawang conservation project ang Masungi Georeserve sa Rizal na nagwagi ng international awards kabilang ang United Nations Sustainable Development Goals (UN SDG) Action Award for Inspire Category noong 2022.
Pinopondohan at pinangungunahan ang inisyatiba sa Masungi Georeservce ng Blue at Masungi Georeserve Foundation.
Sinabi ni Binay na kapos ang tauhan, kapabilidad at yaman ang DENR upang epektibong pangasiwaan nang mahusay ang georeserve.
“Kaya’t nababahala po tayo sa magiging resulta ng kanselasyon ng kontrata ng Blue Star. Alam nating walang kakayanan ang DENR na saluhin ang anumang kasalukuyang aksyon na ginagawa ng foundation,” ani Binay.
“Sa totoo lang, these young volunteers have proven to be better guardians than the DENR, gathering needed support from all sector even without the agency’s help,” paliwanag pa niya.
Nangangamba si Binay na magreresulta ng mas maraming illegal na aktibidad, kapabayaan sa kapaligiran at isyu sa seguridad kapag tuluyang kinansela ang joint venture agreement.
Dahil dito, umapela si Binay kay President Ferdinand “Bongbong” Marcos Jr. na pulungin ang DENR, Bureau of Corrections (BOC), Department of Tourism (DOT), local government units (LGUs), at iba pang stakeholders to na resolbahan ang nagkakapatong-patong na legal issues na bumabalot sa Masungi.
“We need to find a win-win solution to all parties, seek for remedies and a cure to the legal issues hounding the Masungi Georeserve. Protected areas like this are crucial for biodiversity, water, and climate action,” aniya.
Dagdag ni Binay, “kaya nakakabahala na basta na lamang magdedesisyon ang DENR na walang nakahandang malinaw na plano o mga personnel man lamang na may kakayanang bantayan at protektahan ang Masungi.”
Nitong Biyernes, sinabi ng DENR na nakapagdesisyon na ang ahensiya matapos ang ilang imbestigasyon na nagsimula pa noong 2014.
Ayon sa ahensiya, layunin ng 5,000-unit Garden Cottages housing project para sa pabahay ng ilang ahensiya ng pamahalaan tulad ng DENR, Department of Education (then Department of Education, Culture and Sports), Department of Interior and Local Government, Department of National Defense, Department of Transportation (then Department of Transportation and Communications), Office of the President at Presidential Management Staff.
Ngunit, ikinalungkot ng Masungi Georeserve Foundation Inc. ang pagkilos ng DENR na kanselahin ang 2002 agreement na sumasakop sa lote para sa conservation site, sa pagsasabing “has chosen to go after those protecting our forests instead of those destroying them.”
