MANILA, Philippines – Naglaan ang pamahalaan ng P30.8 bilyon para sa national rice program (NRP) sa ilalim ng Department of Agriculture sa ilalim ng P5.768 trillion national budget para sa 2024, sinabi ni Bicol Saro party-list lawmaker Brian Yamsuan nitong Miyerkules, Enero 3.
Ani Yamsuan, ang P30.8 bilyong badyet sa rice program ay bahagyang mataas kumpara sa alokasyon na P30.2 bilyon noong nakaraang taon, na layong pagbutihin ang rice production sa kabila ng tagtuyot.
Ang P30.8 billion ay hinati-hati sa mga sumusunod:
– P24.11 billion para sa production support services kabilang ang pagtatayo ng community seed banks, suporta sa Regional Integrated Agricultural Research Centers, buffer seed stocking, insurance coverage sa disaster response, at pest control measures.
– P1.01 billion para sa irrigation network services.
– P2.04 billion para sa extension support, education, at training services sa ilalim ng NRP, at iba pa.
“The budget for the NRP is on top of the allocations for other national programs related to rice production and locally funded projects to benefit palay producers under the 2024 GAA (General Appropriations Act),” sinabi pa ni Yamsuan, na tumutukoy sa iba pang tulong para sa mga maliliit na rice producers na kukunin mula sa tariff collections ng rice imports na nakasaad sa ilalim ng Rice Tariffication Law.
Sa ilalim ng naturang batas, ang rice import tariff collections na sosobra sa P10 bilyon ay direktang ibibigay sa mga magsasaka na may dalawang ektarya ng lupain at mas mababa pa, sa pamamagitan ng cash grants.
Ayon kay Yamsuan, hanggang noong Nobyembre 2023, nakakolekta na ang Bureau of Customs (BOC) ng P25.55 bilyon sa rice tariff, na nangangahulugang mayroong sobra na nasa P15.5 bilyon.
Ang mga maliliit na magsasaka ng bigas ang makikinabang dito.
“We are confident that not only the agriculture department, but other agencies across all other concerned sectors would be fully prepared for this prolonged dry spell to ensure that our rice farmers get all the support they need to continue improving their productivity and incomes amid this challenge,” dagdag pa ni Yamsuan.
Si Yamsuan ang may-akda ng House Bill 9129 na naglalayong i-institutionalize ang paggamit ng crop climate calendars na ginawa batay sa eksaktong lokasyon. RNT/JGC
