MANILA, Philippines- Walang iregularidad sa disposisyon ng rice stocks ng pamahalaan, ayon kay suspended National Food Authority (NFA) chief Roderico Bioco.
Sa pagdinig ng House committee on agriculture and food nitong Huwebes, sinabi ni Bioco na nasunod ang umiiral na NFA rules at regulations sa pagbebenta ng rice buffer stocks. Ipinaliwanag din niya na hindi ibinenta lamang ito upang matiyak na maayos ang disposisyon ng bigas bago ito tuluyang masira.
“We follow the existing rules and regulations and exercise due diligence to make sure this [rice stocks] will be judiciously managed. We ensure the sale of stocks before they become unfit for consumption. There are no irregularities in the disposition of our stocks,” giit ng opisyal.
Sa parehong hearing, nauna nang sinabi ni NFA Assistant Administrator for Operations Lemuel Pagayunan sa House lawmakers na nilabag ni Bioco at iba pang opisyal ang Presidential Decree No. 4, kung saan nakasaad na dapat aprubado ng council nito ang large volumes ng stocks na ibinenta sa pamamagitan ng central office nito, at sumailalim sa public bidding.
Base kay Pagayunan, nadiskubre niya ang mga memo na inisyu mula sa NFA central office na nakalaan para sa partikular na traders ukol sa pagbebenta ng halos 25,000; 17,000; 7,500; at 25,000 bags ng rice buffer stocks.
“When I saw this, I automatically questioned the process. These stocks are usually sold through provincial or regional offices, not from the central office. If there is no public bidding, the council should approve the disposition,” pahayag ng NFA assistant administrator.
Subalit, kinontra ito ni Bioco, at sinabing ang basehan ng kanilang aksyon ay ang Commission on Audit (COA) Circular 89-296, na may petsang January 27, 1989, kung saan hindi na rekisitos ang public bidding sa pagbebenta ng large volumes ng rice buffer stocks.
Batay sa letter-complaint na inihain ni Pagayunan saOffice of the Ombudsman, pinayagan ni Bioco ang traders na magbenta ng 75,000 bags ng “deteriorating or aging” NFA rice na nagkakahalaga ng P93.75 milyon sa pamamagitan ng serye ng memoranda.
Inihayag pa ni Pagayunan sa reklamo na inatasan sila ni Bioco na i-repack ang rice buffer stocks sa containers na walang markings ng NFA bago ito ibenta bilang commercial rice.
Noong March 4, inihayag ng Office of the Ombudsman na ang reklamo ay mayroong “sufficient grounds” at “strong evidence” at inilagay si Bioco at 138 pang NFA officials at employees sa ilalim ng preventive suspension sa loob ng anim na buwan. RNT/SA
