MANILA, Philippines – Naglabas ang Department of Budget and Management (DBM) ng humigit-kumulang P10.377 bilyon para suportahan ang pagpapatupad ng Zero Balance Billing (ZBB) Program sa mga ospital na pinamamahalaan ng Department of Health (DOH) at anim na pilot hospitals ng local government units (LGUs).
Ayon sa DBM, layunin ng pondo na isulong ang Universal Health Care at mabawasan ang bigat ng gastusin sa pagpapaospital ng mga pamilyang Pilipino.
“Through the P10.377-billion approved funding, the government aims to address one of the most immediate concerns confronting Filipino families during illness — the financial burden of hospitalization — while strengthening access to affordable and quality public health services nationwide,” saad ng DBM.
Sa kabuuang pondo, P9.377 bilyon ang gagamitin para sa ZBB Program sa mga DOH hospitals sa buong bansa. Kabilang dito ang humigit-kumulang P3.342 bilyon para sa mga ospital sa Metro Manila, gaya ng Amang Rodriguez Memorial Medical Center, Dr. Jose Fabella Memorial Hospital, East Avenue Medical Center, Jose R. Reyes Memorial Medical Center, Quirino Memorial Medical Center, Rizal Medical Center, San Lazaro Hospital at Tondo Medical Center.
Kasama rin sa pondo ang National Center for Mental Health, National Children’s Hospital, Philippine Orthopedic Center at Research Institute for Tropical Medicine. Ang natitirang P6.035 bilyon ay para sa mga regional hospital at iba pang government health facilities sa labas ng Metro Manila.
Naglaan din ang DBM ng P1 bilyon para sa ZBB Program sa anim na pilot LGU hospitals sa Benguet, Batangas, Laguna, Quezon, Aklan at Sarangani, upang mas mapalapit ang tulong ng gobyerno sa mga pasyenteng nagpapagamot sa kanilang mga probinsya at komunidad.
Ang pondo ay maaaring gamitin mula sa DOH budget sa ilalim ng 2026 General Appropriations Act. Layunin ng ZBB na matulungan ang mga kwalipikadong pasyente sa participating government hospitals na makakuha ng mga covered health services na may kaunti o walang kailangang bayarang natitirang hospital bill, depende sa mga alituntunin at eligibility requirements.
Bukod dito, nauna nang naglabas ang DBM ng P1.855 bilyon para sa Philippine General Hospital (PGH), kabilang ang P800 milyon para mismo sa ZBB.
Ayon kay DBM Acting Secretary Kim Robert de Leon, direktang mapapakinabangan ng mga pasyente at kanilang pamilya ang pondo.
“No Filipino should have to choose between getting the medical care they need and protecting their family from a hospital bill they cannot afford. This PHP10.377-billion release is about making sure that when our people get sick, government is there to help carry the burden,” ayon kay De Leon.
“Under President Ferdinand R. Marcos Jr.’s leadership, we are putting public funds where they can make a real difference in people’s lives,” dagdag niya. RNT/MDS
