MANILA, Philippines – Ipinag-utos ni Pangulong Ferdinand “Bongbong” Marcos Jr. ang paglilipat ng P255.5 bilyong pondo na para sana sa flood control projects ng Department of Public Works and Highways (DPWH) patungo sa priority programs ng ibang ahensya ng pamahalaan.
Ito ang inanunsyo ni Marcos kasabay ng pagbisita niya sa San Fernando City, La Union.
“Kaya’t itinigil ko lahat ‘yan para matiyak natin na tama naman ang paggamit ng pera ninyo dahil pera ninyo ito,” ani Marcos.
“Hindi pera ng gobyerno ito, pera ng taong-bayan ito. Kaya’t tinitiyak natin na tama ang gawa,” dagdag pa niya.
Matatandaan na ipinag-utos ng Pangulo ang pagsusuri ng proposed 2026 budget ng DPWH kasabay ng corruption scandal sa umano’y pagtanggap ng kickback ng mga mambabatas, opisyal ng ahensya at mga kontratista sa flood control projects.
Kalaunan ay ipinasa ng DPWH ang mas mababang 2026 proposed budget na P625 bilyon, natapyasan ng P255 bilyon mula sa orihinal na P881 bilyong panukalang pondo.
Sa pagkakumpleto ng pagsusuri, sinabi ni Marcos na ang inilipat na pondo ng DPWH para sa flood control projects ay pupunta sa mga programa na magbibigay ng tulong at benepisyo sa publiko.
Sa pahayag ng Presidential Communications Office (PCO), kabilang sa budget reallocation ay ang mga sumusunod:
P36 billion sa Department of Social Welfare and Development (DSWD) para sa Pantawid Pamilyang Pilipino Program (4Ps), Assistance for Individuals in Crisis (AICS), Payapa at Masaganang Pamayanan (PAMANA) Program, at Sustainable Livelihood Program (SLP);
P26.55 billion sa Department of Education (DepEd) para sa konstruksyon at rehabilitasyon ng mga silid-aralan, school-based feeding programs, education of indigenous peoples, Academic Recovery and Accessible Learning (ARAL) program, sahod ng non-DepEd ARAL tutors, flexible learning options, Madrasah Education, at Special Needs Education Program;
P39.37 billion sa Department of Agriculture (DA) para sa post-harvest facilities, tulong sa mga mangingisda at magsasaka, crop insurance, deep water porters, fishport construction, at iba pa;
P29.28 billion sa Department of Health (DOH) para sa Medical Assistance to Indigent and Financially Incapacitated Patients program, legacy hospitals and children with cancer at the Philippine Children’s Medical Center;
P60 billion sa Philippine Health Insurance Corp. (PhilHealth) para sa Yaman ng Kalusugan Program (YAKAP), Bagong Urgent Care and Ambulatory Services (BUCAS) Centers, Guaranteed and Accessible Medications for Outpatient Treatment;
P9.3 billion sa Commission on Higher Education (CHED);
P1 billion sa Technical Education and Skills Development Authority (TESDA);
P450 million para sa Philippine Science High School System;
P1 billion sa Department of Transportation (DOTr) sa rehabilitasyon ng Metro Rail Transit (MRT);
P18 billion sa Department of Labor and Employment (DOLE) para sa Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program at Integrated Livelihood and Emergency Employment Program; at
P600 million sa Department of Agrarian Reform (DAR) para sa Beneficiaries’ Development and Sustainability Program and Land Tenure Security Program. RNT/JGC
