MANILA, Philippines — Habang inihahanda ni Pangulong Ferdinand Marcos Jr. na pirmahan ang ₱6.793-trilyong pambansang budget para sa 2026, nanawagan ang watchdog na Social Watch Philippines (SWP) na i-veto ang tinatayang ₱319 bilyon na “labis na kuwestyunableng” bahagi ng budget.
Ayon sa SWP, nagkaroon ng last-minute insertions at lump-sum appropriations na ginawa sa labas ng pampublikong pagsusuri, na nakasasagasa sa transparency at accountability.
“The 2026 budget is not people-centered, despite the Bicam Committee’s claims. It is extremely disappointing how Congress ignores public anger over unprecedented levels of corruption and the alarming use of public funds to promote patronage politics,” ani ni Dr. Ma. Victoria Raquiza, co-convenor ng SWP.
Kabilang sa mga kuwestyunableng pondo ang pagtaas ng budget para sa infrastructure programs (₱81.94B), farm-to-market roads (₱8.9B), presidential assistance para sa mga magsasaka at mangingisda (₱10B), confidential funds (₱5.25B), at social protection programs (₱138B) gaya ng DOH medical aid, DOLE Tulong Pangkabuhayan, at DSWD crisis assistance. Nanawagan ang SWP na maglabas ng supplemental budget upang ibalik ang allocations sa dating aprubadong lebel at magpatupad ng mas mahigpit na anti-patronage provisions.
Para sa ₱243.4B Unprogrammed Appropriations, iminungkahi ng SWP na panatilihin ang mga item na may mahigpit na quarterly reporting o i-veto ang lahat ng 10 item habang naghihintay ng supplemental budget na malinaw ang pinagmumulan ng pondo.
“The Filipino people are angry and frustrated over how their money is being spent. We call on the President to veto these questionable budget items and stand with the people. This veto is essential to rebuild the integrity of the budget process,” dagdag ni Raquiza. RNT
