MANILA, Philippines – UMABOT na sa kabuuang halaga na P91.47 million ang naipagkaloob ng administrasyong Marcos sa mga dating rebelde at surrenderees o mga sumuko bilang financial assistance sa ilalim ng Enhanced Comprehensive Local Integration Program (ECLIP) package na pinangangasiwaan ng Department of the Interior and Local Government (DILG).
Sa year-end report ng DILG, sinabi nito na ang 1,119 dating rebelde, binubuo ng 821 New People’s Army (NPA) fighters at 298 Militia ng Bayan (MB) members, ay nakatanggap ng financial assistance “as of end of November 2023.”
Kabilang naman sa iba’t ibang tulong sa ilalim ng DILG package ay “immediate assistance na may 1,055 benepisaryo; livelihood assistance, 713 recipients; reintegration assistance, 1,074 benepisaryo; at renumeration sa 264 firearms na tinurn over sa puwersa ng pamahalaan.
Upang palakasin ang peace-building efforts ng local government units (LGUs) sa ilalim ng Campaign to End Local Communist Armed Conflict (ELCAC), ipinagpatuloy ng DILG ang pagpapatupad ng Communicating for Perpetual End for Extreme Violence and Forming Alliance Towards Positive Peace and Enriched Communities (C4PEACE) Program.
“The program utilizes two primary convergence mechanisms: the Retooled Community Support Program (RCSP) and the Capacitating Urban Communities for Peace and Development (CUCPD), which support and enhance LGU capabilities in addressing governance and development gaps, especially in conflict-affected and vulnerable communities,” ayon sa departamento.
Ang DILG, sa pamamagitan ng Preventing and Countering Violent Extremism (PCVE) Program, pinananatili ang pangako nito na itaguyod ang laban ng gobyerno kontra violent extremism. sa ilalim ng programa, nagsagawa ito ng PCVE and Chemical, Biological, Radiological, and Nuclear (CBRN) awareness at preparedness training para tugunan ang maselan at matinding security threats na ibinabala ng terosimo at paggamit ng armas para sa malawakang destruksyon.
Binalangkas din nito ang estratehiya at papel ng mga magpapartisipang ahensiya sa pagtugon sa “CBRN incidents” para palakasin ng security measures ng bansa.
Ang mga lokal na opisyal, sa pamamagitan ng Punong Barangays, Barangay Councilors for Peace and Order, at Chief Tanods mula sa 1,967 barangays mula sa 2,000 target na barangay sa buong bansa ay “have been capacitated on the National Action Plan on Preventing and Countering Violent Extremism (NAP P/CVE), the government’s comprehensive, harmonized, and synchronized national strategy to prevent and counter violent extremism,” ayon sa DILG.
