MANILA, Philippines – Ipinag-utos ni Budget Secretary Amenah Pangandaman nitong Sabado, Agosto 3 sa mga opisyal ng Department of Budget and Management (DBM) na isapinal na ang guidelines sa paglalabas ng salary increase kasunod ng pagpirma ni Pangulong Ferdinand Marcos Jr. sa Executive Order No. 64, na nagpapataas sa sahod ng mga empleyado ng gobyerno at pagdaragdag ng allowance.
“I already instructed our concerned DBM officials to swiftly complete the guidelines for the approved salary increase,” ani Panagndaman.
Nagpasalamat si Pangandaman kay Marcos sa pagpirma sa naturang EO na kailangan ng DBM para maipatupad ang SSL VI.
“With this EO, we can now roll out the first tranche of SSL VI. We will rush the implementing guidelines so that government employees will see their first round of salary increases this 2024,” aniya.
Iginiit ni Pangandaman na ang salary increase ay hindi lamang sa implementasyon kundi retroactive.
“Ang computation po para sa initial tranche natin ay retroactive to January 1, 2024, so merong salary differential or back pay,” sinabi pa niya.
Bagamat matatanggap ng mga empleyado ng pamahalaan ang unang tranche ngayong 2024, magkakaroon pa ng ikalawang tranche sa susunod na taon.
“I am happy to announce na ang salary increase ay napondohan natin hindi lang for 2024 but also for 2025. Secured po ang increase this year at may increase din next year,” sinabi ni Pangandaman.
“We can look forward to another round of salary increases with the implementation of the second tranche of SSL VI next year. The DBM has earmarked P70 billion under the FY 2025 MPBF (Miscellaneous Personnel Benefits Fund) to cover the additional cost requirements for both the first and second tranches of SSL VI, with the latter taking effect on January 1, 2025,” dagdag niya.
Ang karagdagang gastos sa pagpapatupad ng unang tranche ng SSL VI para sa mga manggagawa ng national government ngayong 2024 ay nasa P36 bilyon na kukunin mula sa available allocations sa ilalim ng FY 2024 General Appropriations Act (GAA), particular na mula sa MPBF.
Sakop ng salary increase ang lahat ng civilian government personnel sa executive, legislative, at judicial branches, maging constitutional commissions and offices, government-owned or controlled corporations na hindi sakop ng GOCC Governance Act of 2011 at Executive Order No. 150 (s.2021), at local government units.
Ipatutupad ito sa apat na tranches, retroactively na epektibo mula Enero 1 ng bawat taon simula ngayong taon. RNT/JGC
