Pagpapalakas ng kampanya vs droga, ikinasa ni Bong Go sa Senador

MANILA, Philippines – Naghain ng dalawang panukalang batas si Christopher “Bong” Go upang palakasin ang kampanya ng pamahalaan laban sa illegal drugs sa pamamagitan ng isang “holistic approach of enforcement, rehabilitation and reintegration.”

Sa paghahain ng Senate Bill No. 665, o ang panukalang “Drug Abuse Treatment and Rehabilitation Centers Act,” gusto ni Go ng magtayo ng isang drug abuse treatment and rehabilitation facility kada rehiyon sa buong Pilipinas.

Layunin ng SB No. 665 na maging institutionalize ang isang network of facilities na magbibigay ng pag-aaruga, paggamit at akomodasyon sa drug dependents.

Ayon kay Go, isang staunch supporter ng war on drugs ng Duterte administration na pangangasiwaan ang lahat ng rehabilitation center ng Department of Health (DOH).

Giit ni Go sa kanyang explanatory note na: “Under the bill, these centers will be tasked to ensure drug dependents their psychological and social stability; facilitate their reintegration into family and community life; and promote public awareness about the dangers of drug abuse.”

“These drug dependents can be considered as prey of opportunists, drug criminals and syndicates. They should also be treated as victims in dire need of medical, psychological, and spiritual help, with a chance of being successfully reintegrated into society as a healthy and productive citizen,” paliwanag ni Go.

Ipinaliwanag pa ni Go na layunin din ng panukalang batas na suportahan ang matibay na anti-drug campaign na may katumbas na matatag na rehabilitation program.

Sa ilalim ng SBN 665, sinabi ni Go na: “these drug rehab centers will offer programs designed to rebuild self-confidence, restore working abilities, and cultivate a sense of personal responsibility among recovering drug dependents.”

Kaugnay nito, inihain din ni Go ang Senate Bill No. 683 o ang Simplified Drug Rehabilitation Admission Process Act, na may layunin na gawing simple ang pagtanggap sa rehabilitation facilities.

Pangunahing layunin ng SBN 683 na amendahan ang Republic Act No. 9165, o ang Comprehensive Dangerous Drugs Act of 2002.

Base sa umiiral na batas, kailangan makakuha ng court order ang sinumang drug dependents na pumaloob sa rehabilitasyon bago tanggapin na pawang sagabal na pangangailangan kaya umayaw ang marami na humihingi ng tulong.

“The bill seeks to address this loophole by allowing applications for voluntary confinement to be filed directly with the Dangerous Drugs Board (DDB), thereby, eliminating judicial proceedings as a precondition for rehabilitation,” ani Go.

“Those who want to undergo rehabilitation should not be made to suffer. They should be given the opportunity and an easier process to change their lives so that they can become productive members of their families and society,” dagdag ni Go. Ernie Reyes
