MANILA, Philippines- Isang welcome development ang pagpapaliban sa unang parliamentary elections sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) dahil mabibigyan ng sapat na oras ang gobyerno nito para tugunan ang itinuturing na ‘pressing legal concerns’ ukol sa hindi pagkakasama ng Sulu sa BARMM.
Nilagdaan ni Pangulong Ferdinand R. Marcos Jr. upang maging ganap na batas ang Republic Act 12123, muling itinakda ang BARMM polls mula May 12 sa Oct. 13 na ngayong taon.
“The passage of RA 12123 is a testament (to) the Marcos Jr. administration’s unwavering determination to fulfill the commitments made by the national government under all signed peace agreements, and bringing sustainable development and long-lasting peace to our Bangsamoro brothers and sisters,” ayon kay Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) Secretary Carlito Galvez Jr.
Tinanggap naman ni Galvez ang probisyon ng batas na pinapayagan ang kasalukuyang BARMM government na ipagpatuloy “to disburse Sulu’s share of the region’s Block Grant earmarked for 2025.”
Dahil dito, mapahihintulutan ang lalawigan na magpatupad ng mga programa alinsunod sa rules and guidelines ng Department of Budget and Management (DBM).
Sa ulat, pinal na idineklara ng Korte Suprema na ang lalawigan ng Sulu ay hindi kasama sa BARMM.
Ito ay matapos tanggihan ng Korte Suprema ang mga motion for partial reconsideration na inihain ng BARMM government, Office of the Solicitor General, at iba pa.
Layong baligtarin ng mga mosyon ang desisyon ng Korte noong Setyembre 9, 2024, na nagbukod sa lalawigan ng Sulu sa BARMM.
Ayon sa korte, ang desisyon ay final and immediately executory at hindi na nito papansinin ang anumang ihahaing pleading.
“The OPAPRU, together with its peace partners, join the Bangsamoro people as we gear up for the upcoming BARMM parliamentary election, which is another major milestone in the Bangsamoro peace process,” ang sinabi ni Galvez.
“With the resetting of the BARMM elections, the national and Bangsamoro governments can now focus on the main task at hand, and that is, to ensure the peaceful, credible, and orderly conduct of this landmark political exercise for the Bangsamoro people,” dagdag niya.
Una nang naghain ng mga mosyon ang Bangsamoro Government upang maibalik ang lalawigan ng Sulu sa sakop ng Bangsamoro region.
Isinumite sa SC ng Bangsamoro Attorney General’s Office (BAGO) ang motion for leave to intervene at admit attached motion for partial reconsideration.
Sa motion for leave to intervene, nais ng Bangsamoro Attorney General’s Office na lumahok sa kaso kahit hindi ito orihinal na bahagi ng pagdinig.
Sinabi ni BAGO Officer-in-Charge Atty. Mohammad Al-Amin Julkipli na sa buong panahon na itinagal ng kaso ay hindi naging partido ang Bangsamoro autonomous region. Kris Jose
