MANILA, Philippines- Hinimok ni Tingog Rep. Jude Acidre ang agarang pagpasa ng Civil Registration and Vital Statistics Bill o House Bill 9572 na tutugon sa malaya at madaling pag-access sa sistema ng delayed birth registration para sa mga nasa laylayan ng lipunan.
“This bill is especially crucial for Filipinos who, due to various circumstances, were not registered at birth. Delayed birth registration must be accessible to all, free from bureaucratic hurdles and financial burden,” pahayag ni Acidre sa naganap na media briefing.
“We must recognize that many unregistered individuals come from marginalized communities. They often face challenges such as poverty, lack of access to healthcare, and disability…By making the birth registration process responsive and accessible, we can address these disparities and ensure that no one is left behind,” dagdag pa nito.
Sa tala ng Philippine Statistics Authority (PSA), may 3.5 milyong Pilipino ang walang birth certificate, na karamihan ay mula sa mga malalayo at mahihirap na lugar, at sa Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).
Ngayong 19th Congress, sa pamumuno ni House Speaker Martin Romualdez, umaasa na maipapasa ang panukala bago matapos ang Kongreso sa Mayo 2025.
Sa pamamagitan ng isang probisyon sa batas, nakikipagtulungan ito sa PSA upang mapatatag ang mandato ng ahensya at gawin itong epektibong haligi ng estado, upang mapunan ang mga kakulangan sa sistema ng civil registration.
“Birth certificates are not merely pieces of paper; they are the enduring and official documentation of a person’s existence. They are intricately linked to the rights of identity, nationality, and legal recognition. Without a birth certificate, an individual faces significant barriers in accessing social services, healthcare, employment, and education,” ayon pa kay Acidre.
Hinimok din ng mambabatas ang media na maging daluyan ng impormasyon na ipahayag at bigyang-liwanag ang isyu, sa kahalagahan ng karapatang ito ng mamamayan.
Ang Comprehensive Registration and Vital Statistics Bill ay hindi lamang isang panukalang batas bagkus ito ay isang pangako na tiyaking bawat Pilipino ay nakikita, kinikilala, at pinahahalagahan. Gail Mendoza
