MANILA, Philippines – Dinipensahan ng Department of Environment and Natural Resources (DENR) ang pagpuputol ng mga puno sa Quirino Avenue sa Maynila at sinabing ito ay awtorisado at pasok sa mahigpit na environmental safeguards.
Ito ay matapos batikusin ng mga netizen ang nangyaring pagpuputol ng mga puno na mas lalo pang magpapainit sa Metro Manila.
“The tree cutting along the western portion of Quirino Avenue is for the construction of the Southern Access Link Expressway (SALEx) project, which will connect the Skyway to Roxas Boulevard,” saad sa pahayag ng DENR.
Ang operasyon ay awtorisado umano sa ilalim ng valid permit na (Permit No. 2026-02-24-TCEBP-1609) na inisyu sa Southern Access Link Expressway Corp.
Mayroon umanong 225 sa 600 puno ang inaprubahang putulin.
Sa ilalim ng Presidential Decree No. 705, Presidential Decree No. 953 at iba pang umiiral na forestry at environmental regulations, ang pagpuputol o earthballing ng mga puno ay pinapayagan kung kinakailangan para sa infrastructure projects, public works at iba pang development activities.
Idinagdag pa na kailangang kumuha ng permit at sumunod sa mahigpit na environmental safeguards.
“To offset the trees that were cut, the project proponent is required to undertake large‑scale replacement planting within the next planting season as a condition of the permit,” sinabi ng DENR.
Para sa proyekto, kabuuang 50,700 seedlings ang dapat na itanim sa lungsod ng Maynila batay sa Memorandum on Seedling Replacement Uniform Ratio, at tutukuyin naman ang planting sites sa pakikipag-ugnayan sa lokal na pamahalaan upang masiguro ang ecological benefits sa lugar.
Iginiit ng DENR na “tree cutting is not automatically permitted” dahil ang lahat ng aplikasyon ay sumasailalim sa evaluation.
Dapat ding tumugon ang aplikasyon sa environmental laws, technical assessments, koordinasyon sa lokal na pamahalaan, at implementasyon ng mitigation measures para matugunan ang ecological impacts.
Ayon sa San Miguel Corp. Infrastructure website, tampok sa SALEx ang proposed 40.62-kilometer expressway na may elevated viaduct at shoreline sections.
Ito ay hahatiin sa apat na segment, ang C3-R10 Extension, Shoreline Expressway, Quirino Extension at Buendia Extension.
Idinisenyo ang Quirino Extension na idugtong sa Skyway Stage 3 sa Quirino Interchange kasama ang proposed Shoreline Expressway at Roxas Boulevard sa pamamagitan ng elevated roadway. RNT/JGC
