MANILA, Philippines- Isang mahalagang hakbang ang ginawa ni Pangulong Ferdinard R. Marcos Jr. na muling ayusin at buuin ang komposisyon ng National Security Council (NSC), nakasaad sa Executive Order No. 81 s. 2024 na ipinalabas ng Chief Executive.
Mapalalakas nito ayon kay National Security Adviser (NSA) Eduardo Año ang pagbalangkas sa mga polisiya na nakaaapekto sa national security.
“The NSC is, first and foremost, an advisory body to the President, and its composition is always subject to the authority of President,” ayon kay Año.
Ani Año, isa ring NSC Director General, na binigyang kapangyarihan ng Administrative Code of 1987 si Pangulong Marcos na muling ayusin ang administrative structure ng Office of the President kung saan bahagi ang NSC.
“Moreover, Section 17, Article VII of the Constitution vests in the President the power of control over all executive departments, bureaus and offices,” ang sinabi pa rin ni Año.
Tinukoy naman ni Año ang mga dating Pangulo ng bansa na muling inorganisa ang NSC para katagpuin ang ‘requirements at changing conditions’ ng Pangulo.
“Since the NSC was established by President Elpidio Quirino in 1950, it has undergone several reorganizations. President Ferdinand E. Marcos reorganized the NSC under EO 396 in 1972. President Corazon Aquino reorganized the NSC under EO 115 in 1986 and EO 292 in 1987. President Fidel V. Ramos reorganized the NSC under EO No. 33 in 1992 while President Gloria Macapagal-Arroyo reorganized the NSC under EO No. 34 in 2001,” ang litaniya ni Año.
Dahil ang layunin ng NSC reorganization na palakasin ang pagbuo ng mga polisiya na may kinalaman sa national security, sinabi ni Año na ang aksyon at desisyon ng mga Pangulo ay nakasalalay sa payo at angkop na impormasyon.
