MANILA, Philippines – Sa harap ng alegasyon na maraming mga kongresista ang kumikita sa flood control projects, isang resolusyon ang inihain sa Kamara ni Akbayan Party-list Rep. Chel Diokno na humihiling na atasan ang House of Representatives’ secretary general na gawing bukas sa publiko ang kopya ng statements of assets, labilities, and net worth (SALNs) ng mga kongresista.
Ang House Resolution (HR) No. 271 ay inihain ni Diokno kasama sina Akbayan Reform Bloc members Akbayan Party-list Reps. Percival Cendaña, Dadah Kiram Ismula at Dinagat Islands Rep. Kaka Bag-ao.
“The Constitution is clear: public office is a public trust. If we truly want to weed out corruption, lawmakers must first open themselves to scrutiny,” pahayag ni Diokno sa isang statement.
“By making our SALNs open to public scrutiny, we are showing the people that we have nothing to hide and everything to account for,” dagdag pa nito.
Matatandaan na noong Duterte Administration sa ilalim ni Ombudsman Samuel Martires ay nagpalabas ito ng Memorandum Circular kung saan ipinagbabawal ang public access sa SALN ng mga opisyal ng gobyerno.
Samantala, hinamon ni Diokno ang mga miyembro ng InfraCom na syang nag-iimbestiga sa flood control projects na magkaroon ng “full disclosure” sa kanilang financial at negosyo upang matiyak na wala itong koneksyon sa anumang flood control projects.
“I believe we need to assure the public that this investigation will not be a whitewash and that no members of the three committees conducting this investigation have a conflict of interest,” paliwanag ni Diokno. /Gail Mendoza
