MANILA, Philippines- Inihayag ni Senador Francis “Chiz” Escudero na dapat bayaran ng Bureau of Immigration (BI) ang travel expenses ng pasaherong hindi nakalipad sanhi mahabang proseso ng immigration officers sa pagbiyahe sa ibang bansa.
Sinabi ni Escudero na mahigit 32,000 pasahero ang hindi nakalipad sa kanilang international flights matapos silang sumailalim sa interogasyon “sa taktikang pagsugpo ng human trafficking.”
Ayon kay Escudero sa kanyang manipestasyon na sumusuporta sa privilege speech ni Senate President Juan Miguel Zubiri na komokondena sa bagong departure rules na ipinalabas ng Inter-Agency Council Against Trafficking (IACAT), dapat panagutin ang immigration officers sa pagpapahihirap ng offloaded travelers.
Matinding binatikos ang bagong patakaran na magiging epektibo sa Septyembre 3, ng publiko sa lahat ng social media platform partikular ang karagdagang papeles kaya naging masalimuot at kumplikado ang pagbibiyahe sa labas ng bansa.
“Hinahayaan dapat silang magbiyahe at hayaan nating ‘yung bansang kanilang pupuntahan ang tumingin at magtanong: meron ka bang pambayad sa hotel? May insurance ka ba?” aniya.
“Dahil bago sila inisyuhan ng visa, Mr. President, tiningnan at hiningi na lahat ‘yan ng mga embassies. Bakit kailangan pa ipresenta muli sa ating mga immigration officers sa airports?” giit pa ni Escudero.
Upang turuan ng leksyon ang BI, sinabi ni Escudero na dapat sila ang magbayad ng danyos-perwisyo sa mga Filipinong gustong bumibiyahe.
“May I seek the chamber’s support that we include a provision in the proposed 2024 national budget that these 32,404 passengers and anyone who will be offloaded will be reimbursed in so far as their expenses is concerned,” ayon kay Escudero.
“This will be chargeable against the immigration fees being collected by the BI since a percentage of this goes to them anyway. Let it hurt them, Mr. President, so that they learn their lessons and they exercise the power given to them not arbitrarily but with due diligence and care,” giit niya.
Ayon sa records ng BI, umabot sa 32,404 Filipinong pasahero ang hindi pinayagang lumabas ng bansa noong nakaraang taon, kabilang dito ang 472 na biktima ng human trafficking o illegal recruitment.
Sa ngayon, ayon sa Bicolanong mambabatas: “There is no proof and final decision that says that indeed those offloaded will be engaged in prostitution or human trafficking.”
“Therefore, it just behooves government to reimburse these 32, 404 retroactively, even for previous years, chargeable from the fees collected by the Immigration and I hope that you, Mr. President, can lead us insofar as inserting that special provision in the budget of the BI for 2024,” giit niya.
Nagpasalamat naman si Zubiri kay Escudero sa kanyang manipestasyon at tiyak na magkakaroon ng special provision na ilalagay sa deliberasyon ng badyet ng immigration sa susunod na badyet. Ernie Reyes
