MANILA, Philippines – Nagpalabas si Pangulong Ferdinand Marcos Jr. ng administrative order na nagpapalawig ng social protection coverage sa mga contract of service (COS) at job order (JO) workers sa gobyerno.
Sa ilalim ng Administrative Order (AO) No. 43, pinapayagan ng Pangulo ang voluntary deduction at remittance ng Social Security System (SSS), Philippine Health Insurance Corp. (PhilHealth), at Pag-IBIG Fund contributions mula sa kompensasyon ng COS at JO government workers, batay sa kanilang pagsang-ayon.
Saklaw ng kautusan ang lahat ng departamento, ahensiya, burukrasya, tanggapan at instrumentalities ng national government, kabilang na ang government-owned or -controlled corporations (GOCCs) at state universities and colleges (SUCs), may kaugnay sa serbisyo ng COS at JO workers.
Gayundin, hinikayat ang Local government units (LGUs) na sundin ang probisyon ng kautusan.
Ang mga kinauukulang ahensiya ng gobyerno ay inatasan na tiyakin na ang akmang mekanismo ay nasa ayos para makasama ang COS at JO workers at mabigyan ang mga ito ng kailangang impormasyon ukol sa available social protection coverage.
Ipinag-utos din ng mga ito na i-remit ang deducted contributions ng direkta sa SSS, PhilHealth, at Pag-IBIG Fund sa loob ng itinakdang panahon.
Lalo na, ang mga ahensiya ay dapat na “ensure the timely remittance of such contributions and execute the necessary agreements with the concerned institutions to facilitate proper implementation.”
Sinasabi pa ng AO na ang pabilisin ang voluntary deduction at remittance ay “shall not alter, amend, or modify the existing contractual relationship between government agencies and their COS or JO workers.”
Sa kabilang dako, ang Department of Budget and Management (DBM), Civil Service Commission (CSC), Commission on Audit (COA), SSS, PhilHealth, at Pag-IBIG Fund ay inatasan na sama-samang magpalabas ng kinakailangang rules, guidelines, at accounting procedures upang masiguro ang epektibong implementasyon ng kautusan.
