MANILA, Philippines – NANAWAGAN si Pangulong Ferdinand R. Marcos Jr. sa lahat ng bansa na magtulungan sa isa’t isa para hadlangan ang paglaganap ng ‘weapons of mass destruction’ para lumikha ng kapaligiran na makatutulong para sa ‘trade at development.’
Sa pagsasalita sa inaugural Philippine Strategic Trade Management Summit 2024 sa Taguig City, binigyang diin ni Pangulong Marcos ang kahalagahan ng episyenteng export control ng strategic goods, lalo na iyong ginagamit para sa military purposes o produksyon ng ‘weapons of mass destruction.’
Tinukoy ang umuusbong na teknolohiya kapuwa sa ‘civilian at military fields’ na may nakaambang na mga hamon sa trade management, sinabi ni Pangulong Marcos na ang bansa ay dapat na mas maging ‘more agile and more responsible,’ at dapat na may kakayahan na tugunan ang “both the speed and dual-use nature of these new technologies.”
“Given the rapid pace of technological advancement, our regulation strategy should be dynamic, adaptable, [and] forward-thinking. We must also work together to create a system that is not only robust but is versatile, equitable, and also resilient,” ayon kay Pangulong Marcos.
“By leveraging our collective strengths, we can advance regional initiatives that ensure supply chain security, counter the proliferation of weapons of mass destruction and insurgency, and create an environment where trade can thrive,” dagdag na wika nito.
Aniya pa, ito ang magiging “key to harnessing our collective economic prowess and sustaining our region as an epicenter of growth in this century.”
Nauna rito, nagsama-sama sa Philippine Strategic Trade Management Summit 2024 ang mga senior-level government officials mula sa iba’t ibang strategic trade agencies sa iba’t ibang bahagi ng mundo para talakayin ang pinakabagong ‘trends, issues and challenges’ na nakapalibot sa Strategic Trade Management (STM).
Sakop nito ang lahat ng aspeto ng counter-proliferation at nagsilbi bilang plataporma para sa ‘exchanging perspectives at best practices sa pag po-promote sa kabatiran ng pagsunod at pagpapatupad sa STM laws.
Kasama ang mga bansa na nagpartisipa sa event ay ang mga member states mula sa Association of Southeast Asian Nations (ASEAN), European Union, at maging mga kinatawan mula sa United Nations at iba pang bansa mula Africa at sa Pasipiko.
Tinuran ni Pangulong Marcos, naglunsad ang Pilipinas ng strategic investment plan na nakatuon sa pag-develop ng mga mahahalagang industriya para maaayos na maipuwesto ang bansa sa global market.
Sinabi pa ng Pangulo na “policies that require individuals and entities engaging in STMA-covered activities to register and to receive authorization to deliver their services have been put in place.”
Idinagdag pa nito na ang mga programa ay naglalayon na magturo hindi lamang sa border control at import/export officers sa pagtupad ng kanilang responsibilidad kundi maging sa mga stakeholders para maayos na makatugon gamit ang mga alituntunin at regulasyon na ipinatupad habang ang post-authorization audits, compliance checks, at compliance consultations ay ‘routinely conducted.’
“But the work does not end there—we will continue to upgrade industry standards, modernize regulations, and further establish linkages through various trade and investment frameworks such as the ASEAN, Asia Pacific Economic Cooperation, Regional Comprehensive Economic Partnership, the Indo-Pacific Economic Framework for Prosperity, all these so that we can see a more competitive region in the future,” ang litaniya ni Pangulong Marcos.
