PBBM sa mga civil servants: Embrace 21st-century governance challenges

MANILA, Philippines – Binigyang-diin ni Pangulong Ferdinand R. Marcos Jr. ang matatag na papel ng Philippine Civil Service.

Hinikayat ang mga manggagawa ng gobyerno na mag-adopt ng reporma na tutugon sa nag-eebolusyon na pangangailangan ng modern era.

Sa naging mensahe ng Pangulo sa 125th Philippine Civil Service Anniversary, binigyang diin ni Pangulong Marcos ang pananatili at nagpapatuloy ng burukrasya bilang makabuluhan sa epektibong pamamahala, umabot na lagpas sa electoral cycles.

“Governance acquires coherence only when institutions ensure continuity, permanence, and reliability. In modern Philippines, these conditions converge within the civil service, whose purpose extends beyond merely supporting political authority,” ang sinabi ni Pangulong Marcos.

Inilarawan naman ng Pangulo ang civil service bilang “permanent bureaucracy” na naglalayong “preserves institutional memory, mediates the implementation of policy, and sustains the ability of the government to deliver programs across regions and sectors.”

Habang ang civil service ay pumasok na sa ika-125 taon nito, hinikayat ni Pangulong Marcos ang mga ahensya na tingnan ang milestone bilang isang oportunidad para sa “reorientation”—partikular na sa pagharap sa 21st-century challenges gaya ng ‘digital governance, regulatory coherence, environmental accountability, at decentralized service delivery.’

“This anniversary must therefore serve as a platform for civil service reorientation. The evolving demands of the 21st century…require a bureaucracy that governs through foresight and civic imagination,” aniya pa rin.

Binigyang diin pa rin ng Chief Executive na bitbit ng civil servants ang responsibilidad ng “constitutional stewardship,” hinikayat ang mga ito na panindigan ang ‘technical competence, ethical discipline, at institutional rigor’ sa pang-araw-araw na kasanayan ng pamamahala.

“The Philippine civil service traces its roots to Sept. 19, 1900, with the establishment of the Bureau of Civil Service under Act No. 5 of the Philippine Commission. It has since evolved into a professionalized bureaucracy with the Civil Service Commission (CSC) as the central personnel agency,” ayon sa ulat.
