MANILA, Philippines- Binalaan ni Surigao del Norte Rep. Robert Ace Barbers ang mga senador na matutuloy ang people’s initiative (PI) kung mabibigo ang Kongreso na aprubahan ang pagbabago ng economic provisions sa Saligang Batas.
Nang tanungin ng mga mamamahayag kung may plan B ang Kamara kung mamatay muli sa Senado ang Charter Change, sinabi ni Barbers na hindi pa ito napag-uusapan sa Kamara.
“Sa ngayon, hindi pa namin napag-uusapan ang backup plan. We are just giving the Senate the time to consider approving and adopting RBH 6. It would really be appreciated if they will adopt this within the time that they have promised,” paliwanag ni Barbers.
“Of course, if this will not happen, I think ongoing pa naman ‘yung PI eh and it’s just suspended for the meantime in the Comelec. Maybe the backup plan is to consider the PI,” giit pa nito.
Ang RBH 6 ay ang Resolution of Both Houses No. 6 na inakda nina Senate President Juan Miguel Zubiri at Senators Loren Legarda at Juan Edgardo Angara.
Ang RBH 6 ay nagsusulong ng pag-amyenda sa economic provisions sa 1987 Constitution partikular ang Articles Xll, XlV at XVl.
Isang special Senate subcommittee na pinamumunuan ni Angara ang nagsimula na ng public hearing kaugnay sa nasabing panukala.
Naniniwala si Barbers na iba’t ibang sektor na ang pabor sa pagbabago ng economic provisions sa Saligang Batas kaya tiyak na aarangkada ito kung hindi maaaprubahan ang RBH 6.
“‘Yung PI, wala naman sa kamay namin ‘yan eh, nasa kamay na po iyan ng PIRMA… wala naman kaming role diyan. Ang sinasabi lang po namin marami nang quarters nagsasabi na kailangan tingnan natin ‘yung Saligang Batas. Yung League of Governors, League of Municipal Mayors, chambers of commerce and industry in the different provinces, business community, Makati Business Club,” ani Barbers.
“Almost practically all sectors that are pushing for they feel this is a necessity – ang pag-amyenda sa Saligang Batas. Dapat pakinggan natin ito dahil hindi naman ito clamor ni congressman eh ‘di ba. Clamor ito ng maraming sectors. As to how we are going to do it, yun ang dapat natin na ma-resolve,” dagdag pa ng mambabatas.
Sinabi pa ni Barbers na isa pa sa dapat maresolba ng Kongreso ay ang paraan ng botohan ng Senado at Kamara.
