MANILA, Philippines – Ipinanukala ni Surigao del Sur Rep. Johnny Pimentel sa Kamara na obligahin ang Meta Platforms Inc. na kumuha ng legislative franchise bago ito payagang mag-operate sa Pilipinas.
Ang Meta ang kompanyang nagpapatakbo ng mga social media platforms gaya ng Facebook, Instagram, at Messenger.
Ayon kay Pimentel, layunin ng panukala na masawata ang patuloy na pagkalat ng misinformation at disinformation sa mga platform ng Meta.
Bilang halimbawa, binanggit ni Pimentel ang reklamo ng Presidential Communications Office (PCO) kaugnay sa kumalat na pekeng executive order umano na pirmado ni Executive Secretary Lucas Bersamin. Inireklamo ito sa Meta para ipa-take down, ngunit hindi ito inaksyunan ng kompanya.
“Our government requested Meta Platforms to take down the fake news of that memorandum that was issued purportedly by ES Bersamin. But they did not listen. And what is painful is that Meta Platforms is not even paying taxes to the Philippine government,” ani Pimentel sa pagpapatuloy ng pagdinig ng House Tri-Committee hearing ukol sa fake news at disinformation.
Giit ni Pimentel, kung hindi magtataguyod ng self-regulation ang Meta, tungkulin ng gobyerno na gamitin ang oversight functions nito upang ipatupad ang regulasyon.
“So it’s about time—if they cannot have self-regulation, it must be this government, this administration, we should regulate them. I think we should really study that we should require this Meta to get a franchise from Congress for them to operate here,” dagdag pa niya.
Samantala, iginiit naman ni Sta. Rosa City Rep. Dan Fernandez na dapat sertipikahang urgent ni Pangulong Ferdinand “Bongbong” Marcos Jr. ang panukalang batas laban sa pagpapakalat ng fake news at misinformation. Gail Mendoza
