MANILA, Philippines – Nilinaw ni Interior and Local Government Secretary Jonvic Remulla ang kanyang proposal na payagan ang Philippine National Police (PNP) na inspeksyunin ang bahay ng mga rehistradong gun owner upang alamin ang paraan ng pag-iingat sa armas.
“It will not be done by a search warrant, but gun owners should sign a waiver that allows police to inspect their homes with one day’s notice,” paliwanag ni Remulla sa press briefing sa Camp Crame nitong Biyernes, Agosto 28.
“We do not mean to catch them as criminals. We just want to make sure that they’re inspected, that their safekeeping of firearms is done in a proper way and that they have the proper facilities for it,” dagdag pa niya.
Ang panukala ni Remulla nitong Huwebes ay kasabay appropriations hearing ng Kamara sa 2027 budget ng kanyang ahensya at nagbigay ng suhestyon na amyendahan ng Kongreso ang regulasyon sa baril.
Bahagi ito ng pagpapahigpit ng regulasyon sa baril dahil sa magkasunod na insidente ng pamamaril sa loob ng paaralan sa Tacloban City at Zamboanga City sangkot ang mga estudyante.
“Possessing a firearm is not a right. It is not enshrined in our Constitution,” giit ni Remulla.
Sa kabila nito, batid ni Remulla ang pagtutol ng Korte Suprema sa pag-inspeksyon ng pulis sa bahay ng mga gun owner.
“We will bring it up with Congress and we will take it up with the Supreme Court to test if we can do it as long as we have a notice,” sinabi ni Remulla.
“We do not think they are criminals. We just think they should be responsible,” pagpapatuloy niya.
Sa ilalim ng Republic Act No. 10591, o Firearms and Ammunition Regulation Act, inaatasan ang PNP partikular ang Firearms and Explosives Office nito sa ilalim ng Civil Security Group, na pangasiwaan ang registration ng firearms at licensing ng mga may-ari. RNT/JGC
