MANILA, Philippines- Ipinag-utos ni Education Secretary Sonny Angara ang paglikha ng force na magsasagawa ng review sa Results-Based Performance Management System (RBPMS) maging workload ng mga guro.
Sa ilalim ng DepEd Memorandum Order No. 37 na nilagdaan ni Angara noong Biyernes, Hulyo 26, bubuo ng task force na bubusisi sa implementasyon ng RBPMS sa Department of Education. Susuriin din nito ang workload ng mga guro at reportorial requirements upang maiwasan ang overload.
“The review and assessment shall streamline, improve, and simplify processes and requirements of the performance management system, and preparation of reportorial requirements of teachers,” saad sa DepEd order.
Bubuuin ang task force ng advisory board at technical working group.
Kinakailangang maisumite ng DepEd task force sa loob ng tatlong buwan ang “comprehensive policy recommendation to the Office of the Secretary.”
Noong nakaraang buwan, sinuspinde ni Pangulong Ferdinand Marcos ang implementasyon ng RBPMS at Performance-Based Incentive (PBI) System upang isaayos ang dalawang sistema.
Inilarawan sa DepEd document ang RBPMS bilang isang “shared undertaking between the superior and the employee that allows an open discussion of job expectations, key results areas, objectives and how these align to overall departmental goals.”
Nauna nang umapela ang Teachers’ Dignity Coalition (TDC) sa DepEd na kalusin ang “burdensome” RBPMS at sa halip ay “return to a simpler, fairer performance evaluation system akin to the former Performance Appraisal System for Teachers (PAST).”
