MANILA, Philippines – Inaprubahan na ng Kamara sa ikatlo at huling pagbasa nitong Miyerkules, Agosto 21 ang panukalang naggagawad ng tax exemptions sa mga reward at incentives sa mga atletang Pinoy at mga coach nito.
Ang House Bill 10723 ay inaprubahan ng 203 mambabatas na walang pagtutol o abstentions.
Nagbibigay ng exemption ang panukala sa “all incentives, rewards, bonuses, and other forms of emoluments, as well as donations, gifts, endowments, and contributions, whether from public or private persons or entities, received by national athletes who compete or win in international sports competitions,” mula sa national o local taxes, fees, at charges.
Ang exemption na ito, ayon sa panukala, ay kasama ang mga natanggap ng kani-kanilang coach.
Dagdag pa, sinasabi rin sa panukala na ang mga donasyon, incentives, at rewards na ibinigay sa mga atleta at coach nito bago pa ang kompetisyon at eksklusibong ginamit para sa pagpondo ng training at competition-related expenses ay ikokonsiderang “allowable deductions from gross income for purposes of computing the taxable income of the donor.”
Dagdag pa, nagbibigay ng pagkakataon ang panukala sa mga donor na mag-avail ng tax exemption sa loob ng isang taon bago ang kompetisyon, at sa loob ng tatlong buwan matapos ang international tournament.
Sa kabila nito, ang required period para mag-avail ng tax exemptions ay hindi pasok sa mga donasyon, rewards, at contributions na ginawa sa pamamagitan ng Philippine Sports Commission (PSC), Philippine Olympic Committee (POC), o Philippine Paralympic Committee (PPC).
Sa pahayag, sinabi ni Speaker Martin Romualdez, na ang panukalang batas ay gantimpala para sa mga atleta na nagbigay ng tagumpay at karangalan sa bansa.
”The honor our Olympians Carlos Yulo and Hidilyn Diaz gave our country is immeasurable and priceless, but we can acknowledge their hard work and triumph by way of benefits from the government,” ani Romualdez.
“It is clear that Filipino athletes are world-class. It is imperative that Congress does its part in proactively supporting our athletes so they can realize their full potential,” ayon naman kay Parañaque lawmaker Gus Tambunting na isa sa mga may-akda ng panukala.
“Champions are not made overnight. We believe that the best way forward is to incentivize preparation. Thus, in addition to our previous proposal, we have included the exemption from tax of donations for the entire training of our athletes, provided that such donations are made through the POC, PSC, and PPC,” dagdag ni Quirino lawmaker Midy Cua, isa rin sa may-akda.
