MANILA, Philippines- Nanawagan si Defense Secretary Gilberto Teodoro para paigtingin ang cross-regional security cooperation sa hanay ng Association of Southeast Asian Nations (ASEAN) at iba pang bansa sa gitna ng nagpapatuloy na girian sa pagitan ng Tsina at Estados Unidos at kahinaan ng global infrastructure.
Sa pagsasalita sa harap ng defense at security leaders sa Shangri-La Dialogue sa Singapore, sinabi ni Teodoro na dapat na paghusayin ng mga bansa ang cross-regional security cooperation sa pamamagitan ng joint strategic dialogues gaya ng trilateral o quadrilateral summits ng regional blocs sa ibinahaging alalahanin sa seguridad.
“To this end, we must strengthen ASEAN and leverage its dialogue partnerships, including those with the European Union and the Gulf Cooperation Council,” ang sinabi ng Kalihim.
“Another potential area of convergence is the development of shared legal frameworks and cooperative enforcement,” dagdag niya.
Nanawagan din ang Pangulo para sa mas malawak na partisipasyon ng member states ng United Nations sa Security Council, tinukoy ang pangangailangan na bawasan o paikliin ang paggamit ng veto dahil “this may serve as a hindrance” sa interes ng mga mas maliit na estado.
“For all its shortcomings, there is no preferable alternative to the rules-based order, especially for the security, prosperity, and survival of smaller states like the Philippines,” ang winika ni Teodoro.
Ang pahayag ni Teodoro ay sa gitna ng kompetisyon sa pagitan ng Estados Unidos at Tsina na lalong tumutukoy sa regional security environment at gaya ng sinabi ng Department of Defense na inilalagay sa panganib ang paglalarawan sa lehitimong aksyon na ginagawa ng mas maliit na estado na ginawa sa utos na rin ng malalaking makapangyarihan.
“As if we are mere pawns with no strategic agency of our,” ani Teodoro sabay sabing, “In that spirit, I would like to reiterate that our position on the West Philippine Sea is not a function of Sino-American strategic rivalry. Instead, it is caused by the overreach of the Chinese Communist Party.” Kris Jose
