MANILA, Philippines- Ipinag-utos ni Education Secretary Sonny Angara ang pagsasagawa ng Early Procurement Activities (EPA) para sa fiscal year 2025 sa layuning matiyak ang napapanahong paghahatid ng educational materials kabilang na ang mga textbooks.
Base sa DepEd Memorandum No. 049, s. 2024, ang central, regional, at schools division offices ng Department of Education (DepEd) ay dapat na sumunod sa EPA, payagan ang kontrata para sa “goods, infrastructure projects, at consulting services” na igagawad bago pa ang susunod na fiscal year.
Saklaw ng prosesong ito ang lahat ng procurement stages, mula sa pagpo-post ng mga oportunidad sa rekomendasyon ng Bids and Awards Committee (BAC) sa Head ng Procuring Entities, nakabinbin ang pag-apruba sa budget.
Ia-apply din ito sa procurement projects na isinasagawa sa pamamagitan ng Competitive Bidding and Alternative Methods, maliban sa repeat orders, shopping, emergency cases, take-over of contracts, at small-value procurements.
Para naman sa fiscal year 2025, sinabi ng DepEd na ang central office nito ay tututok sa high-priority projects, kabilang na ang textbooks, e-Learning Cart packages, testing materials, at learning tools and equipment.
Ang regional at schools division offices, ay magsasagawa naman ng EPA para sa kani-kanilang proyekto kabilang na iyong pinangangasiwaan ng central office gaya ng smart-TV packages, laptops, school furniture, electrification projects, school health facilities, at konstruksyon ng last-mile school buildings.
Samantala, base sa indikatibong timeline ng DepEd, ang bidding process para sa mga naturang proyekto ay mula Oktubre hanggang Disyembre 2024, kung saan inaasahan na ang kontrata na igagawad at ang Notices to Proceed (NTPs) ay ipalalabas sa Enero 2025.
Nauna rito, sinabi ni Angara na tatagal ng tatlong taon para iimprenta at i-deliver ang textbook para sa mga mag-aaral, hanggang ang kanyang predecessor, si Vice President Sara Duterte ay nagdesistyong paikliin ito ng isang taon.
“It takes a year to do the manuscript, another year to proofread it and to send it out. And then another year, iba-iba pang bidding ‘yun [it has to undergo different biddings]. So, my predecessor narrowed that down to one year,” ang sinabi ni Angara noong Hulyo.
