TORRE CRIME PLAN PROVEN EFFECTIVE BY PARANAQUE COPS

THE arrest of ten members of the so-called “Manhole Gang” in Parañaque is a solid proof that the Philippine National Police has renewed focus on visibility and rapid response is working.

These suspects were caught red-handed while hauling underground PLDT cables — valued at over ₱625,000 — thanks to the heightened street presence and immediate action of the Parañaque Police.

This success is no accident — it is a direct result of the “5-Minute Response Program” of PNP Chief Gen. Nicolas Torre III, and the implementation of the AAA Anti-Crime Strategy of National Capital Region Police Office director PMGen. Anthony Aberin, with operational leadership from PBGen Joseph Arguelles, director of the Southern Police District.

The operation, led on the ground by PCol. Melvin Montante, chief of Parañaque Police, is a clear demonstration of how a unified, mission-driven police force can outsmart organized crime.

The presence of patrolling units in the early morning hours and their quick response upon noticing a suspicious Lalamove-marked truck led to the immediate interception and arrest of the suspects.

CCTV footage even captured the suspects’ failed escape attempt — underscoring just how fast and coordinated the police response was.

This kind of police visibility doesn’t just catch criminals — it deters them. When residents see active patrolling and fast incident handling, trust in law enforcement grows and criminal elements are forced to think twice.

This case serves as a strong example of how Torre’s vision of “Swift and Responsive Public Service” and Aberin’s anti-crime blueprint are being turned into real results on the ground.

While the bust disrupted what could’ve been a prolonged cable theft operation, it also raises questions about infrastructure protection.

But at the very least, the police have shown what’s possible when strategy, leadership and on-the-ground presence come together.

The “Manhole Gang” is behind bars—not because of luck, but because Parañaque’s police force followed orders, stayed visible and moved fast.
