MANILA, Philippines – Kaya naman ng opisina ni Vice President Sara Duterte na magpatuloy kahit walang confidential funds, sa kabila nito, kailangan pa rin umano ito para masiguro na maipatutupad ang mga proyekto ng kanyang opisina.
Sa pagharap ni Duterte sa pagdinig ng Senate committee on finance sa hirit na P2.385 billion budget sa 2024 ng OVP nitong Lunes, Setyembre 4, sinabi nito na P500 milyon sa nasabing halaga ang para sa confidential at intelligence funds.
Inihayag ni Duterte sa mga senador na hindi naman namimili ang OVP ng eksaktongn halaga, ngunit mas madali umano para sa kanyang opisina na makapagtrabaho kung maibibigay ang hirit na confidential fund, dahil magagarantiyahan nito ang ligtas na implementasyon ng proyekto.
“The OVP can only propose the use of confidential funds based on Joint Circular 2015-01 but we leave it to the decision and discretion of Congress [which] has the power of the purse to decide whether to grant confidential funds to our office,” ani Duterte.
“We can only propose but we are not insisting. We can live without confidential funds but of course our work will be much easier if we have the flexibility of confidential funds in monitoring the safe, secure, and successful implementations of the programs and projects and activities of the OVP,” dagdag pa niya.
Ang confidential expenses ay tumutukoy sa mga paggasta na may kinalaman sa surveillance activities ng civilian government agencies na naglalayong suportahan ang mandato o operasyon ng ahensya. RNT/JGC
