MANILA, Philippines – “Public trust is indivisible, you cannot divide accountability depending on which title is convenient”
Ito ang iginiit ni House Committee on Justice Chairperson at Batangas Rep Gerville Luistro sa naging pagtatanong ni Cagayan de Oro Rep Rufus Rodriguez na maaaari bang maimpeached ang Pangalawang Pangulo sa aksyon na nagawa nito habang nagsisislbi bilang kalihim ng isang department.
“The Constitution speaks to the office—not the label” paliwanag ni Luistro sa ikatlong araw nfg pagdinig ng komite sa impeachment complaint laban kay Duterte.
Inihalibawa din ni Luistro ang nauna nang argumento ni Manila Rep. Bienvenido Abante Jr na nagsabing “one hand may act separately from the other—but there is only one brain directing both hands. Dalawang kamay, isang utak. Isang opisyal, isang pananagutan.”
Ani Luistro, malinaw na kahit pa man ang maling nagawa ay sa DepEd ay pananagutan pa rin ito ni Duterte bilang Pangalawang Pangulo ng bansa.
Ilan sa akusasyon kay Duterte bilang kalihim ng Deped ay ang illegal na paggamit ng P112.5 million confidential and Intelligence funds at panunuhol sa mga opisyal ng ahensya.
Samantala, nilinaw ni Luistro na hindi nila hinahatulan ang impeachment complaint at ang tanging dinedesisyunan ay kung “sufficient in substance” ang reklamo para magpatuloy sa paglilitis.
“If the accusations are speculative, we must dismiss them. If they are trivial, we must reject them. But if they raise serious constitutional questions about public funds, abuse of authority, and violations of public trust, then we must not close the door prematurely,” paliwanag nito.
Iginiit pa nito na ang impeachment process na kinasasangkutan ni Duterte ay hindi tungkol sa personalidad.
“This is not about political convenience. Hindi ito laban ng kampo. Ito ay usapin ng Konstitusyon. History will not ask whether this was comfortable. History will ask whether we were faithful to our oath. Kung sapat ang reklamo para umusad ang proseso, dapat natin itong ituloy,” pahayag nito.
“If the constitutional threshold is met, we should not be afraid to let the constitutional process move forward,”dagdag pa ni Luistro.
Batay sa iskedyul na ipinalabas ng komite ay hanggang Marso 4 ang pagdinig sa pagdetermina ng “sufficiency in substance”, sa oras na lumusot ito ay magpapatuloy ang pagdinig ng komite kung saan ihaharap na ang mga ebidensya, dito ay idedetermina naman kung sapat ang “grounds” para mapatalsik si Duterte saka ito dadalhin sa House Plenary para sa deliberasyon.
