“I am deeply humbled by the trust and confidence bestowed upon me by His Excellency President Ferdinand R. Marcos Jr. to personally steward over millions of our beloved overseas Filipino workers (OFWs),” pahayag ni Cacdac.

“As Secretary, I shall further dedicate myself to safeguarding the rights and welfare of our dear OFWs, who, in the words of the President, represent the very best of our beloved country. I am committed to ensuring their fair treatment, protection, and support, with due attention given to OFW families,” dagdag pa niya .

“I am confident that we in the DMW, working together with other government agencies under the President’s leadership, can positively impact the lives of our migrant workers,” giit ng bagong kalihim.

Bago ang kanyang appointment sa Gabinete, si Cacdac ay nagsilbi bilang Undersecretary ng DMW; Executive Director V ng Overseas Workers Welfare Administration (OWWA); Executive Director V ng Philippine Employment Administration (POEA); at Undersecretary ng Department of Labor and Employment (DOLE).

Nanungkulan din siya bilang Deputy Executive Director V ng POEA; Executive Director IV ng National Conciliation Mediation Board-DOLE; Director IV ng Bureau of Labor Relations-DOLE; at Associate Lawyer at Urban Poor Unit Coordinator ng Sentro ng Alternatibong Lingap Panligal (SALIGAN) sa pribadong sektor.
